A\u00e7\u0131klamay\u0131 Mimarlar Odas\u0131 Mersin \u015eube Y\u00f6netim Kurulu Ba\u015fkan\u0131 \u00d6mer Sakar yapt\u0131. \u00d6mer Sakar, Mersin B\u00fcy\u00fck\u015fehir Belediye Meclisi\u2019nce oybirli\u011fi ile kabul edilen ve halen ask\u0131da olan 1\/5000 \u00f6l\u00e7ekli plan, kentin geli\u015fimine dair b\u00fct\u00fcnc\u00fcl bir yakla\u015f\u0131m\u0131n\u0131n olmad\u0131\u011f\u0131n\u0131 kaydetti. Ask\u0131daki haliyle plan\u0131n bu hedefleri yakalamaktan uzak kald\u0131\u011f\u0131n\u0131 ve \u00f6ncelikli olarak plan\u0131n, Mersin\u2019in gelece\u011fine dair herhangi bir vizyon veya bir senaryo sunmamaktan uzak oldu\u011funun alt\u0131n\u0131 \u00e7izdi.<\/span><\/p>\n<p>\u00a0<\/p>\n<p><span style=\"font-size:16px;\">\u201cKAL\u0130TEL\u0130 VE YA\u015eANAB\u0130L\u0130R B\u0130R KENT B\u0130\u00c7\u0130M\u0130 SUNMAMAKTADIR\u201d<\/span><\/p>\n<p>\u00a0<\/p>\n<p><span style=\"font-size:16px;\">Plan \u00fczerinde yapt\u0131\u011f\u0131 incelemeler sonucunda tespit edildi\u011fi olumlu ve olumsuz y\u00f6nleri s\u0131ralad\u0131klar\u0131n\u0131 belirten Sakar: \u201cPlandaki d\u00fczenlemelerin genelini ele al\u0131rsak, kent i\u00e7inde yo\u011funluklar artt\u0131r\u0131lmakta, a\u015f\u0131r\u0131 yo\u011funluk nedeniyle trafik sorunlar\u0131n\u0131n artmas\u0131na zemin haz\u0131rlanmakta, kent \u00e7evresindeki do\u011fal alanlar ve tar\u0131m alanlar\u0131 azalt\u0131lmakta, kent i\u00e7inden ge\u00e7en baz\u0131 dere kenarlar\u0131 yap\u0131la\u015fmaya a\u00e7\u0131lmakta, yeterli ye\u015fil alan sa\u011flanmamakta, kaliteli ve ya\u015fanabilir bir kent bi\u00e7imi sunmamaktad\u0131r. Plan raporunda 2035 y\u0131l\u0131nda plan s\u0131n\u0131rlar\u0131 i\u00e7erisinde toplam 1 milyon 545 bin ki\u015finin ya\u015fayaca\u011f\u0131 \u00f6ng\u00f6r\u00fclmektedir. Ayn\u0131 alanda kentin mevcut n\u00fcfusu 930 bin ki\u015fidir. Planda \u00f6ng\u00f6r\u00fclen 1.545.000 ki\u015filik n\u00fcfus tahmini ger\u00e7ek\u00e7idir, ancak yo\u011funluk art\u0131\u015flar\u0131 ve eklenen konut alanlar\u0131 hesapland\u0131\u011f\u0131nda 945.000 ki\u015fiye yetecek ek konut yap\u0131lmas\u0131 i\u00e7in alan a\u00e7\u0131lm\u0131\u015f veya yo\u011funluk art\u0131r\u0131lm\u0131\u015ft\u0131r. Planda verilen yo\u011funluklar ve alan hesab\u0131 yap\u0131ld\u0131\u011f\u0131nda, plan kapsam\u0131ndaki alanda 1.545.000 ki\u015finin ya\u015fayaca\u011f\u0131 \u00f6ng\u00f6r\u00fclmesine ra\u011fmen 1.875.000 ki\u015filik, yani ihtiya\u00e7 fazlas\u0131 konut alan\u0131 planlanm\u0131\u015ft\u0131r. Bu da plan\u0131n en b\u00fcy\u00fck sorunudur ve kendi i\u00e7 \u00e7eli\u015fkisidir. \u00d6rne\u011fin Otoban, Otoban Serbest B\u00f6lge ba\u011flant\u0131s\u0131, Otogar ve \u015eehir Hastanesi aras\u0131nda kalan b\u00f6lgede plan ile yap\u0131la\u015fmaya a\u00e7\u0131lan tar\u0131m alan\u0131, bilimsel verilerle desteklenen bir ihtiya\u00e7 olmamas\u0131na ra\u011fmen yok edilmektedir.\u201d \u015feklinde konu\u015ftu.<\/span><\/p>\n<p>\u00a0<\/p>\n<p><span style=\"font-size:16px;\">\u201cTRAF\u0130K SORUNLARI ARTACAK, YA\u015eAM KAL\u0130TES\u0130 D\u00dc\u015eECEKT\u0130R\u201d<\/span><\/p>\n<p>\u00a0<\/p>\n<p><span style=\"font-size:16px;\">Kentin zaten yo\u011fun olan k\u0131y\u0131 kesiminde 650 ki\u015fi\/hektar, tam olarak 2.60 emsal yo\u011funluk \u00f6ng\u00f6r\u00fcld\u00fc\u011f\u00fcn\u00fc dile getiren Sakar, bu n\u00fcfusun kentte yarataca\u011f\u0131 trafik sorunu ve a\u015f\u0131r\u0131 yap\u0131la\u015fma dikkate al\u0131nmad\u0131\u011f\u0131n\u0131 belirtti.<\/span><\/p>\n<\/p><\/div>\n<\/blockquote>\n<blockquote type=\"cite\">\n<div dir=\"ltr\">\n<p><span style=\"font-size:16px;\">Sakar: \u201c\u00d6zellikle \u2018T\u0130CK\u2019 lejand\u0131 ile karma kullan\u0131m \u00f6ng\u00f6r\u00fclen b\u00f6lgelerde 650 ki\u015fi\/hektar yo\u011funluk karar\u0131na ihtiya\u00e7 yoktur. Bu haliyle a\u015f\u0131r\u0131 yo\u011fun bir kentsel \u00e7evre olu\u015fma riski bulunmaktad\u0131r. Plan\u0131n yo\u011funluk kararlar\u0131n\u0131n d\u00fczeltilmesi, azalt\u0131lmas\u0131 \u00f6nerilmektedir. Kentin i\u015f merkezi mevcut merkez d\u0131\u015f\u0131nda, Pozcu b\u00f6lgesinde \u00f6ng\u00f6r\u00fclm\u00fc\u015ft\u00fcr. Pozcudaki ula\u015f\u0131m altyap\u0131s\u0131n\u0131n olu\u015facak ek ta\u015f\u0131t yo\u011funlu\u011funu kald\u0131ramayaca\u011f\u0131 a\u015fik\u00e2rd\u0131r. Kentte trafik sorunlar\u0131 artacak, ya\u015fam kalitesi d\u00fc\u015fecektir.\u201d ifadelerini kulland\u0131.<\/span><\/p>\n<p>\u00a0<\/p>\n<p><span style=\"font-size:16px;\">\u201cSA\u011eLIKLI B\u0130R HESAPLAMA YAPILAMAMAKTA\u201d<\/span><\/p>\n<p>\u00a0<\/p>\n<p><span style=\"font-size:16px;\">Sakar, 1996 tarihli planda ye\u015fil alan olarak g\u00f6r\u00fcnen baz\u0131 alanlar ask\u0131daki planda yap\u0131la\u015fman\u0131n a\u00e7\u0131ld\u0131\u011f\u0131na dikkat \u00e7ekti.<\/span><\/p>\n<\/p><\/div>\n<\/blockquote>\n<blockquote type=\"cite\">\n<div dir=\"ltr\">\n<p><span style=\"font-size:16px;\">Tarihi kent merkezine y\u00f6nelik plan karar\u0131 getirilmedi\u011finden plan b\u00fct\u00fcnl\u00fc\u011f\u00fc sa\u011flanamamakta oldu\u011funa de\u011finen Sakar: \u201cKoruma \u0130mar Plan\u0131 ve \u00d6zel Proje alanlar\u0131 her ne kadar ayr\u0131 \u00e7al\u0131\u015fmalar i\u00e7erse de kentin b\u00fct\u00fcn\u00fcne y\u00f6nelik naz\u0131m planda bu alanlara y\u00f6nelik kullan\u0131m kararlar\u0131 olmal\u0131 ve bu b\u00f6lgeler plana dahil edilmelidir. Aksi durumda ticaret alan\u0131, n\u00fcfus, kamu tesisleri ve ula\u015f\u0131m sistemine y\u00f6nelik sa\u011fl\u0131kl\u0131 bir hesaplama yap\u0131lamamakta, plan eksik kalmaktad\u0131r. Planda K\u0131\u015fla Alan\u0131n\u0131n tarihi ve do\u011fal \u00f6zelli\u011finin korunmas\u0131, Bal\u0131k\u00e7\u0131 Bar\u0131na\u011f\u0131 ile Hilton Oteli aras\u0131nda kalan k\u0131y\u0131 \u015feridinin ye\u015fil alan olarak d\u00fczenlenmesi ve Tevfik S\u0131rr\u0131 G\u00fcr Stad\u0131\u2019n\u0131n meydan olarak planlanmas\u0131 olumlu kararlard\u0131r, kent i\u00e7in yararl\u0131 olacakt\u0131r.\u201d dedi<\/span><\/p>\n<p>\u00a0<\/p>\n<p><span style=\"font-size:16px;\">Planda, kamu tesisine ayr\u0131lm\u0131\u015f olan ancak \u015fah\u0131s m\u00fclkiyetinde olan parsellerin ilgili kuruma bedelsiz terk edilmesine dikkat \u00e7eken Sakar, kar\u015f\u0131l\u0131\u011f\u0131nda kullan\u0131lacak olan parsele ek in\u015faat hakk\u0131 verilmesi, yani yo\u011funlu\u011fun art\u0131r\u0131lmas\u0131 olanakl\u0131 k\u0131l\u0131nd\u0131\u011f\u0131n\u0131 dile getirdi.<\/span><\/p>\n<\/p><\/div>\n<\/blockquote>\n<blockquote type=\"cite\">\n<div dir=\"ltr\">\n<p><span style=\"font-size:16px;\">Sakar: \u201cBenzer \u015fekilde, planda 48 yerde \u201c\u00d6zel Proje Alan\u0131\u201d olarak i\u015faretlenen alanlarda yo\u011funluk de\u011ferlerinin art\u0131r\u0131labilece\u011fi belirtilmektedir. Planda bilimsel verilere ba\u011fl\u0131 olarak belirlendi\u011fi varsay\u0131lan yo\u011funluk de\u011ferlerinin ki\u015fisel kararlarla art\u0131r\u0131lmas\u0131n\u0131n \u00f6n\u00fcn\u00fcn a\u00e7\u0131lmas\u0131 planlama esaslar\u0131na ayk\u0131r\u0131d\u0131r. Bu t\u00fcr \u201cy\u00fckleme\u201d i\u015flemleri daha \u00f6nce mahkemelerce iptal edilmi\u015ftir. Plan\u0131n hukuka ayk\u0131r\u0131 bir uygulama \u00f6nermesi plan\u0131n iptali i\u00e7in bir gerek\u00e7edir.\u201d \u015feklinde ifade etti.<\/span><\/p>\n<p>\u00a0<\/p>\n<p><span style=\"font-size:16px;\">&#8220;KENT\u0130M\u0130Z\u0130N HER KAV\u015eA\u011eINA \u0130N\u015eA ED\u0130LECEK OLMASI SON DERECE HATALI B\u0130R KARARDIR&#8221;<\/span><\/p>\n<p>\u00a0<\/p>\n<p><span style=\"font-size:16px;\">Bir katl\u0131 kav\u015fa\u011f\u0131n maliyetinin ortalama 20 milyon TL oldu\u011funu vurgulayan Sakar: \u201c57 katl\u0131 kav\u015fak i\u00e7in 1 milyar 140 Milyon TL\u2019lik in\u015faat maliyeti kamuya mal edilecektir. Geli\u015fmi\u015f \u00fclkelerde kent merkezlerinde yok denecek kadar az uygulanan, \u00e7evresinde kamusal alan kullan\u0131m\u0131na izin vermeyen, yaya trafi\u011fini kesintiye u\u011fratan ve sadece otomobile y\u00f6nelik anlay\u0131\u015f\u0131n \u00fcr\u00fcn\u00fc olan katl\u0131 kav\u015faklardan kentimizin her kav\u015fa\u011f\u0131na in\u015fa edilecek olmas\u0131 son derece hatal\u0131 bir karard\u0131r. Ayn\u0131 in\u015faat maliyeti ile y\u00fczeyden giden hafif rayl\u0131 sistemin 34 km\u2019lik k\u0131sm\u0131n\u0131n maliyeti kar\u015f\u0131lanabilir.
