Aday \u00f6\u011fretmenlerin asli \u00f6\u011fretmenli\u011fe ge\u00e7i\u015f s\u00fcreci hari\u00e7 tutulursa, 657 say\u0131l\u0131 Kanun ve 652 say\u0131l\u0131 KHK ba\u015fta olmak \u00fczere, e\u011fitim \u00e7al\u0131\u015fanlar\u0131n\u0131n stat\u00fclerini d\u00fczenleyen temel d\u00fczenlemelerin hi\u00e7biri taslakta yer alan t\u00fcrden bir performans de\u011ferlendirmesine imk\u00e2n tan\u0131mamaktad\u0131r.\u201d diye kaydetti.<\/span><\/p>\n<p>\u00a0<\/p>\n<p>\u00a0<\/p>\n<p><span style=\"font-size:16px;\">\u201cPERFORMANS S\u0130STEM\u0130 KURMAK, HEM YORUCU HEM DE YIPRATICI S\u00dcRE\u00c7LERE YOL A\u00c7ACAKTIR\u201d<\/span><\/p>\n<p>\u00a0<\/p>\n<p><span style=\"font-size:16px;\">\u00d6\u011fretmen performans\u0131n\u0131n \u00f6l\u00e7\u00fclmesine neden gerek duyuldu\u011fu, kamuoyuyla ve sosyal taraflarla payla\u015f\u0131lmad\u0131\u011f\u0131 gibi performans \u00f6l\u00e7\u00fcm\u00fcn\u00fcn neye hizmet edece\u011fi de ortaya konulmad\u0131\u011f\u0131n\u0131 belirten \u00c7elik: \u201cHer ne kadar taslak metinde performans de\u011ferlendirmesinin amac\u0131, \u00f6\u011fretmenin g\u00f6revindeki gayret, verimlilik ve ba\u015far\u0131s\u0131n\u0131n tespit edilmesi, bilgi ve beceri d\u00fczeyinin ve e\u011fitim ihtiya\u00e7lar\u0131n\u0131n belirlenmesi ve \u00f6d\u00fcllendirilmesinin sa\u011flanmas\u0131 olarak ifade edilmi\u015f ise de, taslak ekindeki de\u011ferlendirme kriter setinin bu amac\u0131 sa\u011flamaktan uzak oldu\u011fu g\u00f6r\u00fclmektedir. Mesle\u011fe giri\u015fte di\u011fer kamu g\u00f6revlerinden farkl\u0131 olarak KPSS puan\u0131n\u0131n yan\u0131nda alan bilgisi s\u0131nav\u0131na ve s\u00f6zl\u00fc s\u0131nava tabi tutulan, adayl\u0131k s\u00fcrecinin sonunda yaz\u0131l\u0131 ve s\u00f6zl\u00fc bir s\u0131nava daha tabi tutulan \u00f6\u011fretmenin, b\u00fct\u00fcn bu s\u0131nav s\u00fcrecinden sonra h\u00e2l\u00e2 bilgi ve beceri d\u00fczeyinin tespit edilemedi\u011fini, bu sebeple her d\u00f6rt y\u0131lda bir yeniden yaz\u0131l\u0131 s\u0131nava ve her y\u0131l performans puanlamas\u0131na tabi tutulmas\u0131 gerekti\u011fini iddia etmek, asl\u0131nda b\u00fct\u00fcn bu s\u0131nav s\u00fcrecinin gereksizli\u011fini ve yersizli\u011fini ikrar etmek anlam\u0131na gelmektedir. Performans de\u011ferlendirmesinde Bakanl\u0131\u011f\u0131n beklentisinin ne oldu\u011funun belirlenmemi\u015f olmas\u0131, tutarl\u0131 ve s\u00fcrd\u00fcr\u00fclebilir bir de\u011ferlendirme s\u00fcrecini m\u00fcmk\u00fcn k\u0131lmad\u0131\u011f\u0131 gibi, g\u00f6rev tan\u0131mlar\u0131 ile hedef tan\u0131mlar\u0131n\u0131n belirlenmemesi ve hedeflerle yeterlilikler aras\u0131nda bir ba\u011flant\u0131 olmamas\u0131, etkin, etkili ve denetlenebilir de\u011ferlendirme k\u0131staslar\u0131n\u0131n ortaya konulmamas\u0131 sonucunu do\u011furmu\u015ftur. Kamu hizmeti ile kamu g\u00f6revlileri aras\u0131nda hizmet s\u00fcresince bulunmas\u0131 gereken liyakat, g\u00fcven ve sadakat temelli ili\u015fkiyi \u00f6l\u00e7t\u00fc\u011f\u00fc, puanlad\u0131\u011f\u0131 ve bunlara dayal\u0131 i\u015f ve i\u015flemler \u00fcretti\u011fi iddia edilen Sicil Sistemi, 2011 y\u0131l\u0131nda kald\u0131r\u0131lm\u0131\u015ft\u0131r. Aradan ge\u00e7en zaman zarf\u0131nda ise ne genel ne de kurumlar bazl\u0131 \u2018bunun yerine ne konulabilir, bir sistem ikame edilmeli mi\u2019 \u015feklinde bir soru ya da ihtiya\u00e7 vurgusu ortaya konulmam\u0131\u015ft\u0131r. Motive etmek yerine olan motivasyonu bitirmek ve kamu g\u00f6revlilerini tehdit etmek sonucu \u00fcreten bir i\u00e7erikle Performans sistemi kurmak, hem yorucu hem de y\u0131prat\u0131c\u0131 s\u00fcre\u00e7lere yol a\u00e7acakt\u0131r.\u201d \u015feklinde belirtti.<\/span><\/p>\n<p>\u00a0<\/p>\n<p>\u00a0<\/p>\n<p><span style=\"font-size:16px;\">\u201cSA\u011eLIKLI VE \u0130\u015eLEVSEL SONU\u00c7LAR \u00dcRETMEYECEKT\u0130R\u201d<\/span><\/p>\n<p>\u00a0<\/p>\n<p><span style=\"font-size:16px;\">Performans de\u011ferlendirmesi uygulanabilir bir politika arac\u0131 olmad\u0131\u011f\u0131na dikkat \u00e7eken \u00c7elik: \u201cUzun erimli bir s\u00fcre\u00e7 olan e\u011fitimin k\u0131sa vadeli nicel sonu\u00e7lar\u0131n\u0131n yan\u0131nda uzun vadeli nitel sonu\u00e7lar\u0131n\u0131n da oldu\u011fu bilinen bir ger\u00e7ektir. Sonu\u00e7lar\u0131 hemen al\u0131namayan bir s\u00fcre\u00e7te, anl\u0131k veya k\u0131sa vadeli performans \u00f6l\u00e7\u00fcm\u00fcn\u00fcn m\u00fcmk\u00fcn olmad\u0131\u011f\u0131 g\u00f6r\u00fclmektedir. \u00d6\u011fretmenlerin meslekleriyle ilgili konulara ve karar alma s\u00fcre\u00e7lerine d\u00e2hil edilmedi\u011fi, \u00f6\u011fretim s\u00fcrecinde kullanacaklar\u0131 i\u00e7erik, y\u00f6ntem ve materyalleri se\u00e7me ve okul y\u00f6netimiyle ilgili kararlara kat\u0131lma haklar\u0131n\u0131n olmad\u0131\u011f\u0131 bir s\u00fcre\u00e7te salt \u00f6\u011fretmenlerin performans\u0131n\u0131 \u00f6l\u00e7meye kalkmak, performansa olumsuz etki edecek hi\u00e7bir haric\u00ee fakt\u00f6r\u00fcn dikkate al\u0131nmamas\u0131 nedeniyle, e\u011fitimin niteli\u011finin art\u0131r\u0131lmas\u0131n\u0131 sa\u011flayacak sa\u011fl\u0131kl\u0131 ve i\u015flevsel sonu\u00e7lar \u00fcretmeyecektir. E\u011fitim kurumlar\u0131n\u0131n konumu, bulundu\u011fub\u00f6lge, il, il\u00e7e, co\u011frafi konum ve \u00e7evre \u015fartlar\u0131, fiziki donan\u0131m ve altyap\u0131, \u00f6\u011frenci kitlesi ve ebeveynlerin sosyal, k\u00fclt\u00fcrel ve ekonomik konumlar\u0131, e\u011fitim y\u00f6netimi ve di\u011fer kurumlarla ili\u015fkiler gibi e\u011fitime do\u011frudan etki eden fakt\u00f6rler, \u00fclkenin tamam\u0131nda e\u015fit bir \u015fekilde da\u011f\u0131lmad\u0131\u011f\u0131ndan ortak bir de\u011ferlendirme kriteri setinin ortaya konulmas\u0131 m\u00fcmk\u00fcn g\u00f6r\u00fcnmemektedir. Bu konu, sosyal, siyasal ve ekonomik risklerin yan\u0131nda e\u011fitimin insan- hikmet temas\u0131n\u0131 sa\u011flama niteli\u011fini g\u00f6z ard\u0131 etmekle sonu\u00e7lanacak daha tehlikeli ve daha uzun erimli etkileri de ard\u0131l alan olarak b\u00fcnyesinde bar\u0131nd\u0131rmaktad\u0131r. H\u00e2li haz\u0131rda \u00d6\u011fretmen atama ve yer de\u011fi\u015ftirme y\u00f6netmeli\u011fi \u00e7er\u00e7evesinde yap\u0131lan performans de\u011ferlendirmelerine ili\u015fkin mahkeme kararlar\u0131nda, somut bilgi ve belgeye dayanmayan de\u011ferlendirme puanlar\u0131n\u0131n hukuki denetime elveri\u015fli olmad\u0131\u011f\u0131 i\u00e7in hukuken korunmayaca\u011f\u0131 hususu s\u0131k s\u0131k vurgulanm\u0131\u015ft\u0131r. \u0130dari yarg\u0131 mercileri, hukuki denetime elveri\u015fli bir de\u011ferlendirme s\u00fcreci konusunda \u0131srarc\u0131 olmakta, bunun yan\u0131nda olumsuz de\u011ferlendirmelere yol a\u00e7an nedenlerin ve bu olumsuzluklar\u0131n hizmete etkisinin ortaya konulmas\u0131n\u0131 \u00f6zellikle aramaktad\u0131r. Buna ra\u011fmen performans de\u011ferlendirme tasla\u011f\u0131nda hukuki denetime elveri\u015fli bir de\u011ferlendirme setine yer verilmemi\u015f, mahkemelerce aranan kriterleri cevaplayacak tarzda bir de\u011ferlendirme s\u00fcreci \u00f6ng\u00f6r\u00fclmemi\u015ftir. Tek ba\u015f\u0131na s\u00f6zle\u015fmeli \u00f6\u011fretmenlik uygulamas\u0131 \u00e7ok ciddi bir sorun iken, atamalar\u0131n m\u00fclakatla yap\u0131lmas\u0131, yap\u0131lan m\u00fclakatlar \u00e7er\u00e7evesinde adaylar\u0131n kazanma ya da kaybetme nedeninin objektif bir \u015fekilde izah edilmemesi, bir\u00e7ok yaz\u0131l\u0131 s\u0131navdan ge\u00e7en \u00f6\u011fretmen adaylar\u0131n\u0131n farkl\u0131 komisyonlarca bir ka\u00e7 dakikal\u0131k m\u00fclakatla elenmesi adalet duygusunun zedelenmesine neden olmaktad\u0131r.
