Avrupa Birli\u011fi\u2019nin (AB), yeni n\u00fckleer enerji ve do\u011fal gaz projelerini \u2018ye\u015fil ve s\u00fcrd\u00fcr\u00fclebilir yat\u0131r\u0131m\u2019 olarak s\u0131n\u0131fland\u0131rmas\u0131 ise n\u00fckleer enerjinin yayg\u0131nla\u015ft\u0131r\u0131lmas\u0131 i\u00e7in kilometre ta\u015f\u0131 olarak kabul ediliyor.<br \/>\nKomisyonun n\u00fckleer enerjiyi \u2018ye\u015fil ve s\u00fcrd\u00fcr\u00fclebilir yat\u0131r\u0131m\u2019 olarak kabul etme karar\u0131 bilimsel ara\u015ft\u0131rmalara dayan\u0131yor. Taksonomi komisyonuna tavsiyede bulunan \u2018S\u00fcrd\u00fcr\u00fclebilir Finans Teknik Uzman Grubu\u2019na g\u00f6re, \u201cn\u00fckleer, d\u00fc\u015f\u00fck karbonlu bir enerji kayna\u011f\u0131n\u0131 temsil ediyor.\u201d H\u00fck\u00fcmetler aras\u0131 \u0130klim De\u011fi\u015fikli\u011fi Paneli, Ekonomik \u0130\u015f birli\u011fi ve Kalk\u0131nma \u00d6rg\u00fct\u00fc (OECD) ve Birle\u015fmi\u015f Milletler Avrupa Ekonomik Konseyi (UNECE) dahil olmak \u00fczere \u00e7e\u015fitli uluslararas\u0131 kurulu\u015flar da n\u00fckleer santrallerden kaynaklanan karbondioksit emisyonlar\u0131n\u0131n yenilenebilir enerjiden kaynaklanan emisyon oranlar\u0131na g\u00f6re hayli d\u00fc\u015f\u00fck oldu\u011fu g\u00f6r\u00fc\u015f\u00fcn\u00fc payla\u015f\u0131yor.  Son yay\u0131nlanan UNECE raporu, n\u00fckleer enerjinin kullan\u0131m \u00f6mr\u00fc boyunca di\u011fer t\u00fcm elektrik kaynaklar\u0131ndan daha az karbondioksit emisyonu \u00fcretti\u011fini ve n\u00fckleerin t\u00fcm \u2019net s\u0131f\u0131r\u2019 senaryolar\u0131ndaki vazge\u00e7ilmez rol\u00fcn\u00fc ortaya koyan \u00f6nemli bir bilimsel \u00e7al\u0131\u015fma olarak dikkati \u00e7ekmi\u015fti.<br \/>\nBr\u00fcksel\u2019in AB iklim de\u011fi\u015fikli\u011fi hedeflerini kar\u015f\u0131lamak i\u00e7in \u00f6zel sermayenin art\u0131r\u0131lmas\u0131na yard\u0131mc\u0131 olmak i\u00e7in tasarlad\u0131\u011f\u0131 bir yat\u0131r\u0131mc\u0131 kural kitab\u0131 olan AB s\u0131n\u0131fland\u0131rmas\u0131nda, n\u00fckleer enerjinin ye\u015fil yat\u0131r\u0131m kabul edilmesi i\u00e7in 1 y\u0131l\u0131 a\u015fk\u0131n bir zamand\u0131r tart\u0131\u015fmalar devam ediyordu. Almanya, Avusturya, L\u00fcksemburg gibi \u00fclkelerin muhalefetine ra\u011fmen kurum, karbon n\u00f6trl\u00fc\u011f\u00fc elde etmek i\u00e7in n\u00fckleer enerjinin ka\u00e7\u0131n\u0131lmaz oldu\u011funa karar verdi.  Fransa, \u00c7ek Cumhuriyeti ve Polonya gibi \u00fclkeler iklim de\u011fi\u015fikli\u011fi ile m\u00fccadelenin \u2018n\u00fckleersiz\u2019 ba\u015far\u0131ya ula\u015famayaca\u011f\u0131n\u0131 savunan AB \u00fcyesi \u00fclkeler aras\u0131nda ba\u015f\u0131 \u00e7ekti.<br \/>\n\u201cYe\u015fil ve ya\u015fanabilir bir d\u00fcnya i\u00e7in umut verici\u201d<br \/>\nUzmanlara g\u00f6re n\u00fckleer, net s\u0131f\u0131r emisyona ula\u015fmak i\u00e7in hayati bir \u00f6nem ta\u015f\u0131yor. AB\u2019nin bu karar\u0131n\u0131 ABD Ohio Devlet \u00dcniversitesi Ara\u015ft\u0131rma G\u00f6revlisi Y\u00fcksek N\u00fckleer M\u00fchendisi G\u00fcl\u00e7in Sar\u0131c\u0131 T\u00fcrkmen, \u201cN\u00fckleerle karbonsuz \u00fcretim, gelece\u011fin temiz enerji sisteminin temeli olabilir ve olmal\u0131d\u0131r da\u201d diye yorumlad\u0131.  Ya\u015fanan ciddi tart\u0131\u015fmalara ra\u011fmen, bu karar\u0131n ye\u015fil ve ya\u015fanabilir bir d\u00fcnya i\u00e7in umut verici oldu\u011funu s\u00f6yleyen T\u00fcrkmen, \u201cNet s\u0131f\u0131r i\u00e7in \u00e7o\u011fu \u00f6zel finansman olmak \u00fczere b\u00fcy\u00fck yat\u0131r\u0131mlar gerektirecek. Taksonomi, n\u00fckleer dahil ye\u015fil faaliyetleri yat\u0131r\u0131mc\u0131lar i\u00e7in daha g\u00f6r\u00fcn\u00fcr ve \u00e7ekici hale getirmeyi ama\u00e7l\u0131yor. Onlara bu yolda rehberlik ediyor\u201d dedi.<br \/>\nGeli\u015fen teknoloji ve n\u00fcfus art\u0131\u015f\u0131 ile t\u00fcm d\u00fcnyan\u0131n enerji ihtiyac\u0131n\u0131n ciddi oranda artt\u0131\u011f\u0131n\u0131 belirten T\u00fcrkmen, \u015funlar\u0131 ifade etti: \u201cEnerji ihtiyac\u0131n\u0131n kar\u015f\u0131lanmas\u0131nda ak\u0131lc\u0131 politikalar\u0131n izlenmesi gerekiyor. Enerji \u00fcretim kaynaklar\u0131n\u0131 belirlemek elinizdeki parayla nas\u0131l yat\u0131r\u0131m yapaca\u011f\u0131n\u0131za karar vermek gibidir. Nas\u0131l riski azaltmak i\u00e7in paray\u0131 farkl\u0131 yat\u0131r\u0131m ara\u00e7lar\u0131na da\u011f\u0131tmak gerekiyorsa, enerji alan\u0131nda da ye\u015fil ve s\u00fcrd\u00fcr\u00fclebilir, olabildi\u011fince \u00e7ok say\u0131da enerji kayna\u011f\u0131n\u0131 sisteme dahil etmeniz gerekir. AB Komisyonu\u2019nun 2045 y\u0131l\u0131na kadar yap\u0131lacak n\u00fckleer enerji santrali yat\u0131r\u0131mlar\u0131n\u0131n s\u00fcrd\u00fcr\u00fclebilir olarak s\u0131n\u0131fland\u0131r\u0131lmas\u0131 karar\u0131, n\u00fckleer enerji santrallerine olan ilginin artmas\u0131 i\u00e7in yat\u0131r\u0131mlar\u0131n ekonomik a\u00e7\u0131dan da cazip hale getirilmesini sa\u011flayabilir. Bizi verimli bir \u015fekilde temiz gelece\u011fe ta\u015f\u0131yacak, s\u0131n\u0131rl\u0131 say\u0131da se\u00e7ene\u011fimiz var. N\u00fckleer ba\u015fta olmak \u00fczere elimizdeki t\u00fcm karbonsuz se\u00e7enekleri kullanmal\u0131y\u0131z.\u201d<br \/>\nYenilenebilir enerji ve n\u00fckleer koalisyonuna ihtiya\u00e7 var<br \/>\nT\u00fcrkmen, enerji \u00fcretiminin g\u00fc\u00e7l\u00fc bir arz-talep ili\u015fkisine de ba\u011fl\u0131 oldu\u011funun alt\u0131n\u0131 \u00e7izerek sadece \u00fcretim \u015feklini d\u00fc\u015f\u00fcnerek karar vermenin imk\u00e2ns\u0131z oldu\u011funu s\u00f6yledi. Yenilenebilir enerji kaynaklar\u0131n\u0131 desteklemek i\u00e7in bile n\u00fckleere ihtiya\u00e7 duyuldu\u011funun alt\u0131n\u0131 \u00e7izen T\u00fcrkmen, \u015funlar\u0131 belirtti: \u201cA\u011f\u0131r sanayi olarak tan\u0131mlad\u0131\u011f\u0131m\u0131z \u00fcretim tesislerinin kesintisiz ve yo\u011fun enerji ihtiya\u00e7lar\u0131 varken, hanelerin elektrik kullan\u0131m\u0131 g\u00fcnlere, mevsimlere ba\u011fl\u0131 olarak ciddi de\u011fi\u015fkenlik g\u00f6sterir. Ayr\u0131ca hi\u00e7bir zaman elektrik kesintisi ya\u015famamas\u0131 gereken hastaneler gibi kritik tesislerin elektrik ihtiya\u00e7lar\u0131n\u0131 da unutmamak \u00f6nemli. G\u00fcn\u00fcn her saati, r\u00fczg\u00e2r esmedi\u011finde, g\u00fcne\u015f parlamad\u0131\u011f\u0131nda y\u00fcksek hacimli elektrik \u00fcretebilen, az araziye ihtiya\u00e7 duyan bir enerji kayna\u011f\u0131d\u0131r n\u00fckleer. \u0130klim de\u011fi\u015fikli\u011fi ve arz g\u00fcvenli\u011fi i\u00e7in de ink\u00e2r edilemez \u00e7\u00f6z\u00fcm yollar\u0131ndan biridir. Kesintisiz ve g\u00fcvenilir bir enerji demektir. \u00d6n\u00fcm\u00fczdeki 30 y\u0131lda k\u00fcresel olarak karbondan h\u0131zla ar\u0131nmak istiyorsak, emisyonlar\u0131 olabildi\u011fince h\u0131zl\u0131 bir \u015fekilde azaltmak i\u00e7in yenilenebilir ve n\u00fckleer enerjinin birlikte \u00e7al\u0131\u015fmas\u0131na ihtiyac\u0131m\u0131z var. N\u00fckleer enerji ile yenilenebilir enerjiyi kar\u015f\u0131 kar\u015f\u0131ya getirmeye \u00e7al\u0131\u015fanlar, g\u00fc\u00e7l\u00fc ve kapsaml\u0131 bir temiz enerji koalisyonunun f\u0131rsatlar\u0131n\u0131 g\u00f6rmezden geliyor.\u201d<br \/>\nYeni n\u00fckleer santral projeleri yolda<br \/>\nN\u00fckleer enerjinin sadece iklim de\u011fi\u015fikli\u011fi ile m\u00fccadele a\u00e7\u0131s\u0131ndan de\u011fil s\u00fcrd\u00fcr\u00fclebilir bir ekonomi, enerji arz g\u00fcvenli\u011fi ve rekabet g\u00fcc\u00fc gibi ba\u015fl\u0131klarda da \u00f6nemli bir se\u00e7enek oldu\u011funu vurgulayan G\u00fcl\u00e7in Sar\u0131c\u0131 T\u00fcrkmen \u015f\u00f6yle devam etti: \u201c\u015eu anda AB&#8217;deki d\u00fc\u015f\u00fck karbonlu elektri\u011fin y\u00fczde 44,26&#8217;s\u0131n\u0131 n\u00fckleer olu\u015fturuyor. D\u00fcnyada ise 439 n\u00fckleer g\u00fc\u00e7 reakt\u00f6r\u00fc elektrik ihtiyac\u0131n\u0131n y\u00fczde 10\u2019unu kar\u015f\u0131l\u0131yor. Fransa, \u0130ngiltere, \u00c7in gibi \u00fclkeler birbiri ard\u0131 s\u0131ra yeni n\u00fckleer projelerini a\u00e7\u0131kl\u0131yor. T\u00fcrkiye ise \u00e7ok uzun y\u0131llar devam eden giri\u015fimlerden sonra Akkuyu N\u00fckleer Santrali ile ilk ad\u0131m\u0131 att\u0131. \u015eimdi iki yeni n\u00fckleer santral yat\u0131r\u0131m\u0131 daha planlan\u0131yor. B\u00fcy\u00fck kapasiteli n\u00fckleer g\u00fc\u00e7 santralleri, y\u00fcksek enerji talebi olan \u00fclkelerde i\u015fletme \u00f6mr\u00fc boyunca g\u00fcvenilir, kesintisiz, d\u00fc\u015f\u00fck karbonlu bir elektrik kayna\u011f\u0131na eri\u015fim sa\u011fl\u0131yor. K\u00fc\u00e7\u00fck mod\u00fcler reakt\u00f6rler (SMR) de co\u011frafi \u00f6zellikler ya da ekonomik a\u00e7\u0131dan uygun olmayan yerlere enerji ve \u0131s\u0131 ta\u015f\u0131mas\u0131 a\u00e7\u0131s\u0131ndan \u00f6nemli alternatif.\u201d<\/p>\n<p> \u201cBir n\u00fckleer santral yakla\u015f\u0131k 50-90 Milyon ton karbonu \u00f6nleyebilir\u201d<br \/>\nN\u00fckleer M\u00fchendisler Derne\u011fi Y\u00f6netim Kurulu \u00dcyesi ve N\u00fckleer Enerji Y\u00fcksek M\u00fchendisi Korcan Kayr\u0131n da teknolojik geli\u015fme ve h\u0131zl\u0131 n\u00fcfus art\u0131\u015f\u0131n\u0131n enerjiye olan ihtiyac\u0131 her ge\u00e7en g\u00fcn artt\u0131rd\u0131\u011f\u0131n\u0131 belirterek, ihtiyac\u0131 kar\u015f\u0131lamak i\u00e7in kullan\u0131lan teknolojilerin farkl\u0131 sonu\u00e7lar do\u011furdu\u011funu belirtti. Kayr\u0131n, de\u011ferlendirmesinde \u015fu ifadeleri kulland\u0131: \u201cYap\u0131lan iklim modelleme \u00e7al\u0131\u015fmalar\u0131 sonucunda, sera gazlar\u0131n\u0131n kontrol\u00fc i\u00e7in yap\u0131lan uygulamalar\u0131n yetersizli\u011fi ortaya \u00e7\u0131kmaktad\u0131r. Bu \u00e7al\u0131\u015fmalar sonucunda, elde edilen veriler \u0131\u015f\u0131\u011f\u0131nda, global s\u0131cakl\u0131k art\u0131\u015f\u0131n\u0131n 2100 y\u0131l\u0131nda yakla\u015f\u0131k 1.5-3 derece mertebesinde olaca\u011f\u0131 tahmin edilmektedir. Tam bu noktada n\u00fckleer teknoloji devreye girmektedir. K\u00fc\u00e7\u00fck bir k\u0131yaslama yapmak gerekirse y\u00fczde 80 y\u00fck fakt\u00f6r\u00fcyle i\u015fletilen ve 1000 MWe g\u00fcc\u00fcnde bir k\u00f6m\u00fcr santral\u0131n\u0131n yerine ayn\u0131 g\u00fc\u00e7te bir n\u00fckleer santral kullan\u0131l\u0131rsa, \u00fcretimde ortaya \u00e7\u0131kacak olan yakla\u015f\u0131k 1,5-2 Milyon ton karbon \u00f6nlenmi\u015f olacakt\u0131r.  60 y\u0131ll\u0131k \u00f6mr\u00fc boyunca bu tek n\u00fckleer santral yakla\u015f\u0131k 50-90 Milyon ton karbonu \u00f6nlemi\u015f olacakt\u0131r.
