Avrupa Birli\u011fi\u2019nin k\u0131sa s\u00fcre \u00f6nce yeni n\u00fckleer enerji ve do\u011fal gaz projelerini \u2018ye\u015fil ve s\u00fcrd\u00fcr\u00fclebilir yat\u0131r\u0131m\u2019 olarak s\u0131n\u0131fland\u0131rmas\u0131 da n\u00fckleer enerjinin yayg\u0131nla\u015ft\u0131r\u0131lmas\u0131 i\u00e7in kilometre ta\u015f\u0131 oldu.<br \/>\nUzmanlara g\u00f6re geli\u015fmi\u015f teknolojilerle in\u015fa edilen n\u00fckleer santraller, n\u00fckleer kar\u015f\u0131t\u0131 baz\u0131 gruplar taraf\u0131ndan Rusya-Ukrayna krizini bahane g\u00f6sterip n\u00fckleer enerjinin g\u00fcvenli olmad\u0131\u011f\u0131 gibi s\u00f6ylemlerin do\u011fru olmad\u0131\u011f\u0131n\u0131 g\u00f6steriyor. Mersin\u2019de in\u015fa edilen Akkuyu N\u00fckleer G\u00fc\u00e7 Santrali\u2019nde (NGS) kullan\u0131lan yeni nesil reakt\u00f6rlerin de g\u00fcvenlik ve performans \u00f6zellikleriyle \u00f6ne \u00e7\u0131kt\u0131\u011f\u0131, y\u00fcksek g\u00fc\u00e7 kapasitesi ve g\u00fc\u00e7 verimlili\u011finin yan\u0131 s\u0131ra, aktif ve pasif g\u00fcvenlik sistemleri kullan\u0131larak kaza olas\u0131l\u0131\u011f\u0131na kar\u015f\u0131 g\u00fcvenilir hale getirildi\u011fine dikkat \u00e7ekiliyor.<br \/>\nAkkuyu NGS\u2019nin VVER-1200 teknolojisine sahip reakt\u00f6rlerinin deprem, u\u00e7ak \u00e7arpmas\u0131, k\u00f6t\u00fc hava ko\u015fullar\u0131, siber-elektromanyetik sald\u0131r\u0131, tsunami, \u015fok dalgalar\u0131 gibi \u00e7e\u015fitli tehlikelere kar\u015f\u0131 geli\u015fmi\u015f g\u00fcvenlik sistemleriyle donat\u0131ld\u0131\u011f\u0131 kaydeden Ankara \u00dcniversitesi N\u00fckleer Bilimler Enstit\u00fcs\u00fc \u00d6\u011fretim \u00dcyesi ve Enstit\u00fc M\u00fcd\u00fcr\u00fc Prof. Dr. Haluk Y\u00fccel, \u201cUluslararas\u0131 Atom Enerjisi Ajans\u0131 (IAEA) g\u00fcvenirlilik s\u0131ralamas\u0131nda ge\u00e7erli not alan VVER-1200 tipi bas\u0131n\u00e7l\u0131 su tipi (PWR) rekt\u00f6rleri halihaz\u0131rda elektrik enerjisi \u00fcretmek, karbon sal\u0131n\u0131m\u0131n\u0131 azaltmak ve iklim de\u011fi\u015fikli\u011finde \u201cYe\u015fil Mutabakat (Green Deal)\u201d hedeflerine ula\u015fabilmek i\u00e7in \u00fclkemizin en ak\u0131lc\u0131 enerji \u00fcretim sistemi i\u00e7in do\u011fru bir teknolojik tercihtir\u201d dedi.<br \/>\n\u201c3 + nesil reakt\u00f6rler, geli\u015ftirilmi\u015f en g\u00fcvenilir reakt\u00f6rler\u201d<br \/>\nAnkara \u00dcniversitesi N\u00fckleer Bilimler Enstit\u00fcs\u00fc \u00d6\u011fretim \u00dcyesi Prof. Dr. Haluk Y\u00fccel, Akkuyu NGS\u2019de de kullan\u0131lan VVER tipi bas\u0131n\u00e7l\u0131 su reakt\u00f6rlerinin, \u00fczerinde uzun y\u0131llar \u00e7al\u0131\u015f\u0131larak teknoloji iyile\u015ftirmeler sonucu bug\u00fcnk\u00fc 3 + nesil seviyesine getirildi\u011fini ve geli\u015ftirilmi\u015f en g\u00fcvenilir reakt\u00f6rler oldu\u011funu belirtti.  Y\u00fccel, VVER s\u0131n\u0131f\u0131n\u0131n en son teknolojiye sahip modeli olan VVER-1200 reakt\u00f6rlerinin teknolojik olgunlu\u011funu kan\u0131tlad\u0131\u011f\u0131na dikkati \u00e7ekerek, \u201cVVER-1200 reakt\u00f6rleri, su yava\u015flat\u0131c\u0131l\u0131 \u2013 bas\u0131n\u00e7l\u0131 su so\u011futmal\u0131, \u0131s\u0131l verimi y\u00fcksek ve yak\u0131t y\u00fcklendikten sonra uzun s\u00fcreli \u00e7al\u0131\u015farak ulusal enterkonnekte sistem i\u00e7inde devaml\u0131 elektrik sa\u011flayan baz santral g\u00f6revi yapabilen reakt\u00f6rler olma \u00f6zelli\u011fini ta\u015f\u0131yor\u201d dedi.<br \/>\nProf. Dr. Y\u00fccel, VVER-1200 reakt\u00f6rl\u00fc bir n\u00fckleer g\u00fc\u00e7 santralinin \u00f6zelliklerini ise \u015f\u00f6yle anlatt\u0131: \u201cBu teknolojiye sahip bir n\u00fckleer santral, d\u0131\u015f ve i\u00e7 etkilere kar\u015f\u0131 azami \u00f6l\u00e7\u00fcde dayan\u0131kl\u0131 k\u0131lan \u00e7elik bas\u0131n\u00e7 kab\u0131 ve korunak binas\u0131na sahip olmas\u0131n\u0131n yan\u0131 s\u0131ra \u00e7ok say\u0131da \u2018aktif ve pasif g\u00fcvenlik sistemlerinin\u2019 e\u015fsiz bir kombinasyonundan olu\u015fmaktad\u0131r. Kaza riskine kar\u015f\u0131 son derece g\u00fcvenilirdir. Fuku\u015fima reakt\u00f6r tipinde tasar\u0131m olarak hi\u00e7 bulunmayan, kullan\u0131lm\u0131\u015f yak\u0131t\u0131n reakt\u00f6r-i\u00e7i depolama tedbirleri, VVER reakt\u00f6rlerinde eksiksiz bulunmaktad\u0131r. \u00d6rne\u011fin olas\u0131 hidrojenin birikmesini \u00f6nleyen ve reaksiyona girmesini engelleyen geri temizleyici \u00fcnitesi kuruludur.  Aktif g\u00fcvenlik sistemlerinin yan\u0131 s\u0131ra, do\u011fa kanunlar\u0131na g\u00f6re, \u00f6rne\u011fin yer\u00e7ekimi etkisiyle \u00e7al\u0131\u015fan ve elektrik kayna\u011f\u0131, operat\u00f6r m\u00fcdahalesi veya otomatik sistem gerektirmeyen \u2018pasif sistemlerle\u2019 donat\u0131lm\u0131\u015f olan bu reakt\u00f6rler, alt\u0131gen yak\u0131t \u00e7ubuklar\u0131 ile yak\u0131t\u0131n en optimal d\u00fczeyde yanmas\u0131n\u0131 ve y\u00fcksek verimle elektrik enerjisi \u00fcretilmesini sa\u011flar. Pasif g\u00fcvenlik sistemlerinin karakteristik \u00f6zelli\u011fi, g\u00fc\u00e7 kayna\u011f\u0131n\u0131n bulunmad\u0131\u011f\u0131 durumlarda ve operat\u00f6rs\u00fcz \u015fekilde \u00e7al\u0131\u015fabilmeleridir.\u201d<br \/>\nVVER-1200 tipi reakt\u00f6rlerin \u00f6nceki nesillere g\u00f6re pek \u00e7ok art\u0131s\u0131n\u0131n bulundu\u011funu belirten N\u00fckleer Enerji Y\u00fck. M\u00fchendisi  Prof. Dr. Y\u00fccel, \u201c\u00d6nceki tasar\u0131m VVER-1000 tipi reakt\u00f6rlere g\u00f6re,  g\u00fcc\u00fc y\u00fczde 20 daha  fazla olan VVER-1200 reakt\u00f6rleri,  art\u0131r\u0131lm\u0131\u015f reakt\u00f6r g\u00fcvenlik  tedbirleriyle  daha emniyetli \u015fekilde i\u015fletilmeleri s\u0131ras\u0131nda daha fazla otomasyonla(\u00f6rne\u011fin; y\u00fczde 30 ila 40 oran\u0131nda daha az personele ihtiya\u00e7 duyarlar) mevcut n\u00fckleer  santrallar aras\u0131nda  D\u00fcnya\u2019da  itibarl\u0131 ve en \u00e7ok kurulan reakt\u00f6r tipidir. \u00dcstelik bu reakt\u00f6rlerin \u00e7al\u0131\u015fma \u00f6mr\u00fc de 60 art\u0131 20 y\u0131l opsiyonuyla 80 y\u0131la kadar \u00e7\u0131kar\u0131labilir olaca\u011f\u0131 \u00f6ng\u00f6r\u00fclmektedir. \u00d6zellikle elektrik \u015febekelerinin zay\u0131f oldu\u011fu b\u00f6lgelerde 72 saat boyunca \u015febeke elektri\u011fine ihtiya\u00e7 duymadan \u00e7al\u0131\u015fabilecek \u015fekilde tasarlanan VVER-1200 reakt\u00f6rleri, n\u00fckleer emniyet a\u00e7\u0131s\u0131nda d\u0131\u015far\u0131dan gelebilecek her t\u00fcrl\u00fc tehlikeye (k\u00f6t\u00fc niyetli sald\u0131r\u0131lar, sabotaj vb.) kar\u015f\u0131 da dayan\u0131kl\u0131d\u0131r\u201d diye konu\u015ftu.<br \/>\n \u201cAkkuyu NGS, \u00fc\u00e7 a\u015famal\u0131 lisans alma s\u00fcrecinden ge\u00e7ti\u201d<br \/>\n\u0130stanbul Teknik \u00dcniversitesi (\u0130T\u00dc) N\u00fckleer Ara\u015ft\u0131rmalar Anabilim Dal\u0131 Eski Ba\u015fkan\u0131 Prof. Dr. Beril Tu\u011frul da Akkuyu NGS\u2019nin g\u00fcvenli\u011fine ili\u015fkin olarak, Akkuyu\u2019nun ba\u015fka hi\u00e7bir enerji santral tipinde olmayan \u00fc\u00e7 a\u015famal\u0131 lisans alma s\u00fcrecinden ge\u00e7ti\u011fini belirtti. Tu\u011frul, bu a\u015famal\u0131 lisanslama prosed\u00fcr\u00fcn\u00fcn T\u00fcrkiye\u2019de \u00c7ED (\u00c7evre De\u011ferlendirme) Raporu \u00e7er\u00e7evesinde de\u011ferlendirmelerinden ayr\u0131 ve \u00c7ED\u2019e ilaveten yap\u0131lan bir i\u015flem oldu\u011funu vurgulayarak, \u015funlar\u0131 s\u00f6yledi: \u201cBirinci a\u015fama \u2018Yer Se\u00e7imi Lisans\u0131\u2019n\u0131n al\u0131nmas\u0131d\u0131r. Yer se\u00e7imi lisanslamas\u0131, n\u00fckleer santral projesine ba\u015flamadan yap\u0131lmakta olup santral\u0131n kurulaca\u011f\u0131 mahal i\u00e7in her t\u00fcr lokasyon verisi g\u00f6z \u00f6n\u00fcne al\u0131narak olabilecek en b\u00fcy\u00fck felaket senaryolar\u0131na ili\u015fkin (marjinal fazlas\u0131yla) yerel verilere g\u00f6re modellemeler yap\u0131larak de\u011ferlendirilmektedir. Bu de\u011ferlendirmeler sonucunda lokasyon uygun bulunursa \u2018Yer se\u00e7imi Lisans\u0131\u2019 verilmektedir. T\u00fcm bu modelleme ve de\u011ferlendirmeler Uluslararas\u0131 ve Ulusal Y\u00f6netmelik, Standard ve ilgili mevzuatlara g\u00f6re yap\u0131lmaktad\u0131r. \u2018Yer Se\u00e7imi Lisanslamas\u0131\u2019, Akkuyu\u2019nun kendine has verileri g\u00f6z \u00f6n\u00fcne al\u0131narak yap\u0131lan modellemelerle de\u011ferlendirilmi\u015f ve b\u00f6lge uygun bulunarak \u2018Yer Se\u00e7imi Lisans\u0131\u2019 verilmi\u015ftir. Bu ba\u011flamda Akkuyu b\u00f6lgesi, sismolojik, , meteorolojik, jeolojik, o\u015finografik ve b\u00f6lgesel \u00f6zel \u015fartlara ili\u015fkin veri toplamas\u0131, ilgili \u00fclke kurumlar\u0131 ve hidrolojik \u00f6zel olarak yapt\u0131r\u0131lan y\u0131llara ba\u011fl\u0131 olarak toplanm\u0131\u015f ve al\u0131nan veriler ba\u011flam\u0131nda modellemelerle de\u011ferlendirilmi\u015ftir. Ayr\u0131ca, toplanan veriler kullan\u0131larak \u2018Risk Analizi\u2019 \u00e7al\u0131\u015fmalar\u0131, \u2018afet\u2019 olu\u015fmas\u0131 ve \u2018sabotaj\u2019 \u015fartlar\u0131 i\u00e7in de en k\u00f6t\u00fc senaryolar \u00fczerinden ger\u00e7ekle\u015ftirilmi\u015ftir. Dolay\u0131s\u0131yla Akkuyu i\u00e7in olabilecek her t\u00fcr do\u011fa olay\u0131 ve sabotaj i\u00e7in de\u011ferlendirmeler yap\u0131lm\u0131\u015ft\u0131r. G\u00fcvenli \u015fartlar\u0131n olu\u015faca\u011f\u0131 g\u00f6r\u00fcld\u00fckten sonra \u2018Yer Se\u00e7imi\u2019ne onay verilmi\u015ftir.\u201d<br \/>\nAkkuyu N\u00fckleer Santral\u0131n\u0131n lisanslama prosed\u00fcr\u00fcn\u00fcn ikinci a\u015famas\u0131 i\u00e7in t\u00fcm bu \u015fartlara g\u00f6re tasar\u0131m\u0131n yap\u0131ld\u0131\u011f\u0131n\u0131n kontrol\u00fc yap\u0131larak her \u00fcnite i\u00e7in ayr\u0131 \u2018\u0130n\u015faat Lisans\u0131\u2019 verildi\u011fini vurgulayan Tu\u011frul, \u201cAkkuyu N\u00fckleer Santral\u0131 i\u00e7in \u00c7ED Raporu\u2019na ilaveten \u201cYer Se\u00e7imi\u201d ve \u2018\u0130n\u015faat Lisans\u0131\u2019 de\u011ferlendirmeleri yap\u0131lm\u0131\u015ft\u0131r. Santralin \u00fcniteleri, risk analizi \u00e7er\u00e7evesinde ve uzmanlar\u0131n ve t\u00fcm raporlar\u0131n son derece d\u00fc\u015f\u00fck olas\u0131l\u0131kl\u0131 oldu\u011funu belirtti\u011fi do\u011fal afet ko\u015fullar\u0131 dikkate al\u0131narak tasarlanm\u0131\u015ft\u0131r. Bu do\u011frultuda ilgili \u00e7evre d\u00fczenlemeleri yap\u0131lm\u0131\u015ft\u0131r. Bu kapsamda Akkuyu NGS \u00fcnitelerinin in\u015faat\u0131 devam etmektedir\u201d ifadesini kulland\u0131. &#8220;Sonu\u00e7 olarak, \u00fc\u00e7 a\u015famal\u0131 lisans alma s\u00fcrecinden ge\u00e7en Akkuyu NGS, n\u00fckleer g\u00fcvenlik \u015fartlar\u0131n\u0131 sa\u011flayan ve 4 \u00fcniteden olu\u015fan bir n\u00fckleer tesistir. Bu ba\u011flamda, se\u00e7ilen Akkuyu b\u00f6lgesi de NGS i\u00e7in uygun bulunmu\u015f bir mahaldir\u201d ifadesini kulland\u0131.<br \/>\nProf. Dr. Tu\u011frul \u015funlar\u0131 da belirtti: \u201cT\u00fcm N\u00fckleer Santrallar i\u00e7in (\u00c7ED\u2019den ayr\u0131 olarak) \u00fc\u00e7 a\u015famal\u0131 bir Lisanslama prosed\u00fcr\u00fc uygulanmaktad\u0131r. B\u00f6yle bir uygulama ba\u015fka hi\u00e7bir enerji santrallar\u0131nda bulunmamaktad\u0131r. S\u00f6z konusu \u00fc\u00e7 a\u015famal\u0131 lisanslama s\u0131ras\u0131yla; \u2018Yer Se\u00e7imi\u2019, \u2018\u0130n\u015faat\u2019 ve \u201c\u0130\u015fletme\u201d Lisanslar\u0131d\u0131r.<br \/>\n\u0130lk lisanslama a\u015famas\u0131 olan \u2018Yer Se\u00e7imi Lisanslamas\u0131\u2019 i\u00e7in T\u00fcrkiye\u2019de sismolojik ara\u015ft\u0131rmalar 1968\u2019de ba\u015flam\u0131\u015f olup, birinci \u00e7al\u0131\u015fma d\u00f6nemi Temmuz-Ekim 1977 ve Nisan-A\u011fustos 1978\u2019de, ikinci \u00e7al\u0131\u015fma d\u00f6nemi Nisan 1985-May\u0131s 1986\u2019da ve \u00fc\u00e7\u00fcnc\u00fc \u00e7al\u0131\u015fma d\u00f6nemi Aral\u0131k 1986-Ocak 1988 tarihlerinde deprem kayd\u0131 \u00e7al\u0131\u015fmalar\u0131 \u015feklinde y\u00fcr\u00fct\u00fclm\u00fc\u015ft\u00fcr. \u00c7ED Raporu ve Yer Se\u00e7imi Lisanslama Raporu haz\u0131rlan\u0131rken NGS\u2019nin ba\u015fta deprem olmak \u00fczere hidrolojik, meteorolojik, jeolojik ve topo\u011frafik olarak her t\u00fcrl\u00fc \u015fart ve olas\u0131 do\u011fal tehlikelere kar\u015f\u0131 g\u00fcvenirli\u011fine y\u00f6nelik kapsaml\u0131 ara\u015ft\u0131rmalar yap\u0131lm\u0131\u015ft\u0131r. Akkuyu N\u00fckleer G\u00fc\u00e7 Santrali&#8217;nin 1976 y\u0131l\u0131na ait \u2018Yer Lisans\u0131\u2019, santralin kurulaca\u011f\u0131 b\u00f6lgede yap\u0131lan son et\u00fct \u00e7al\u0131\u015fmalar\u0131yla 2014\u2019te g\u00fcncellenmi\u015ftir.<br \/>\n\u0130kinci lisanslama olan \u2018\u0130n\u015faat Lisanslamas\u0131\u2019 i\u00e7in NGS in\u015faatlar\u0131na ili\u015fkin olarak haz\u0131rlanan kapsaml\u0131 ve tasar\u0131msal detaylar\u0131 i\u00e7eren raporlar\u0131n de\u011ferlendirilmesiyle; 2 Nisan 2018\u2019de, Akkuyu NGS\u2019nin 1\u2019inci g\u00fc\u00e7 \u00fcnitesi i\u00e7in \u2018\u0130n\u015faat Lisans\u0131\u2019 verilmi\u015ftir. Takiben 26 A\u011fustos 2019\u2019 da N\u00fckleer D\u00fczenleyici Kurum (NDK) Konseyi\u2019nin ald\u0131\u011f\u0131 kararla Akkuyu NGS\u2019nin 2\u2019nci g\u00fc\u00e7 \u00fcnitesi i\u00e7in \u2018\u0130n\u015faat Lisans\u0131\u2019 verilmi\u015ftir. 13 Kas\u0131m 2020\u2019de ise Akkuyu NGS\u2019nin 3\u2019\u00fcnc\u00fc g\u00fc\u00e7 \u00fcnitesi i\u00e7in \u2018\u0130n\u015faat Lisans\u0131\u2019 verilmesine ili\u015fkin karar onaylanm\u0131\u015ft\u0131r. Son olarak da 28 Ekim 2021\u2019de N\u00fckleer D\u00fczenleme Kurulu, Akkuyu NGS\u2019nin 4\u2019\u00fcnc\u00fc g\u00fc\u00e7 \u00fcnitesi i\u00e7in \u2018\u0130n\u015faat Lisans\u0131\u2019n\u0131n verilmesine karar vermi\u015ftir.<br \/>\nB\u00f6ylelikle, Akkuyu NGS\u2019nin d\u00f6rt \u00fcnitesi i\u00e7in de ilk iki lisanslama a\u015famas\u0131 ile \u00c7ED Raporu a\u015famas\u0131 tamamlanm\u0131\u015f bulunmaktad\u0131r. Bu ba\u011flamda bir kez de\u011fil, farkl\u0131 zamanlarda yap\u0131lan farkl\u0131 ara\u015ft\u0131rmalarla n\u00fckleer santralin, yer ve in\u015faat a\u00e7\u0131s\u0131ndan n\u00fckleer g\u00fcvenlik a\u00e7\u0131s\u0131ndan g\u00fcvenli oldu\u011fu ortaya konmu\u015f bulunmaktad\u0131r. Lisanslaman\u0131n \u00fc\u00e7\u00fcnc\u00fc a\u015famas\u0131 olan \u2018\u0130\u015fletme Lisans\u0131\u2019; \u00fcnitelere ili\u015fkin in\u015faat ve montaj prosed\u00fcrleri tamamland\u0131ktan sonra her bir \u00fcnite i\u00e7in ayr\u0131 ayr\u0131 haz\u0131rlanan Raporlar\u0131n de\u011ferlendirilmesi ve yerinde yap\u0131lacak denetlemelerden sonra verilebilecektir.
