E\u011fitim-Bir-Sen Mersin \u015eube Ba\u015fkan\u0131 Abdulla \u00c7elik, \u201c\u00d6\u011frencilerimizin ve \u00f6\u011fretmenlerimizin kendilerini yenileyerek ba\u015flayacaklar\u0131 yeni d\u00f6nemden \u00f6nce yetkililerin ve y\u00f6neticilerin \u00e7\u00f6zmesi gereken bir\u00e7ok sorun, iyi bir gelecek i\u00e7in ortadan kald\u0131rmas\u0131 gereken pek \u00e7ok engel bulunmaktad\u0131r\u201d dedi.<\/p>\n<p class=\"p1\"><span style=\"line-height: 1.6em;\">B\u00fct\u00e7eden ayr\u0131lan paylara ra\u011fmen yanl\u0131\u015f politikalar y\u00fcz\u00fcnden e\u011fitim sisteminde \u00e7ok sorun bulundu\u011funu belirten E\u011fitim-Bir-Sen Mersin \u015eube Ba\u015fkan\u0131 Abdulla \u00c7elik, e\u011fitimdeki sorunlar\u0131n \u00e7\u00f6z\u00fclmesini istedi.\u00a0<\/span><\/p>\n<p class=\"p3\">\u00a0<\/p>\n<p class=\"p2\">\u201cMilletimizin gelece\u011fe g\u00fcvenle bakabilece\u011fi, \u00fclkemizin verimli bir e\u011fitim sistemine kavu\u015fabilece\u011fi, e\u011fitimin niteli\u011finin artaca\u011f\u0131, e\u011fitimin sorunlar\u0131n\u0131n \u00e7\u00f6z\u00fclece\u011fi, e\u011fitimcilerin daha fazla itibar g\u00f6rece\u011fi ve kal\u0131c\u0131 politikalar\u0131n izlenece\u011fi yeni bir d\u00f6nem istiyoruz\u201d diyen \u00c7elik, \u201cPerformans konusu e\u011fitimcilerin g\u00fcndeminden temelli \u00e7\u0131kar\u0131lmal\u0131d\u0131r. \u00d6\u011fretmene, \u00f6\u011frenciye ve e\u011fitime somut hi\u00e7bir katk\u0131s\u0131n\u0131n olmayaca\u011f\u0131 a\u00e7\u0131k olan performans de\u011ferlendirme sistemini uygulamaya koymaktaki gereksiz \u0131srar, hatalara ve ma\u011fduriyetlere neden olacakt\u0131r. \u00d6\u011fretmeni, not vererek de\u011ferlendirme \u00e7abas\u0131, daha \u00f6nce farkl\u0131 bir \u015fekilde denenmi\u015f ve okullarda huzurun ka\u00e7t\u0131\u011f\u0131, motivasyonun bozuldu\u011fu, i\u015f bar\u0131\u015f\u0131n\u0131n sars\u0131ld\u0131\u011f\u0131 \u00e7ok net bir \u015fekilde g\u00f6r\u00fclm\u00fc\u015ft\u00fcr. Sicil notu uygulamas\u0131nda verilen notlara ili\u015fkin mahkeme i\u00e7tihatlar\u0131, bu t\u00fcrden de\u011ferlendirme s\u00fcre\u00e7lerinin y\u00fcr\u00fct\u00fclebilir olmad\u0131\u011f\u0131n\u0131 ortaya koymu\u015ftur. Y\u00fcz y\u00fcze bakanlar\u0131, yan yana duranlar\u0131 kar\u015f\u0131 kar\u015f\u0131ya getirecek performans de\u011ferlendirme uygulamas\u0131, \u00d6\u011fretmen Strateji Belgesi\u2019nden de Bakanl\u0131\u011f\u0131n g\u00fcndeminden de temelli \u00e7\u0131kar\u0131lmal\u0131d\u0131r.<\/p>\n<p class=\"p2\">E\u011fitimcilere y\u00f6nelik \u015fiddeti cezaland\u0131racak, e\u011fitimciye g\u00fcven verecek yasal bir d\u00fczenleme yap\u0131lmal\u0131d\u0131r<\/p>\n<p class=\"p2\">E\u011fitimcilere kar\u015f\u0131 \u015fiddet, okullar\u0131m\u0131zda yayg\u0131n bir sorun h\u00e2lini alm\u0131\u015ft\u0131r. E\u011fitim \u00e7al\u0131\u015fanlar\u0131 sald\u0131r\u0131lara kar\u015f\u0131 maalesef savunmas\u0131zd\u0131r. E\u011fitim-\u00f6\u011fretim kurumlar\u0131nda yeteri kadar g\u00fcvenlik tedbirleri al\u0131nmamakta, sorumluluk \u00f6\u011fretmenlere ve y\u00f6neticilere b\u0131rak\u0131lmaktad\u0131r. \u2018\u015eiddete kar\u015f\u0131 yasal d\u00fczenleme istiyoruz\u2019, \u2018\u0130mzan\u0131 g\u00f6nder, iradeni g\u00f6ster\u2019 slogan\u0131yla d\u00fczenledi\u011fimiz imza kampanyas\u0131n\u0131n da bir gere\u011fi olarak e\u011fitimcilere y\u00f6nelik \u015fiddeti cezaland\u0131racak, e\u011fitimciye g\u00fcven verecek yasal bir d\u00fczenleme yap\u0131lmal\u0131d\u0131r. Bu do\u011frultuda, e\u011fitim \u00e7al\u0131\u015fanlar\u0131na kar\u015f\u0131 cebir, \u015fiddet veya tehdit kullanan ki\u015filere y\u00f6nelik hapis cezas\u0131 verilmesi, e\u011fitimcilerin yaralanmas\u0131n\u0131n tutuklama nedeni varsay\u0131lan su\u00e7lardan say\u0131lmas\u0131 ve \u015fiddet ma\u011fdurlar\u0131na Bakanl\u0131k\u00e7a hukuk\u00ee yard\u0131m yap\u0131lmas\u0131 noktas\u0131nda yasal d\u00fczenleme yap\u0131lmal\u0131d\u0131r\u201d dedi.<\/p>\n<p class=\"p3\">\u00a0<\/p>\n<p class=\"p4\">S\u00d6ZLE\u015eMEL\u0130 \u00d6\u011eRETMENLER KADROYA GE\u00c7\u0130R\u0130LMEL\u0130D\u0130R<\/p>\n<p class=\"p5\">\u00a0<\/p>\n<p class=\"p2\">\u00c7elik, \u201c\u00d6\u011fretmen a\u00e7\u0131\u011f\u0131 bulunan illerde ve istihdamda g\u00fc\u00e7l\u00fck \u00e7ekilen b\u00f6lgelerde \u00f6\u011fretmenin cebren kalmas\u0131n\u0131 sa\u011flamak, kadro istikrar\u0131n\u0131 zoraki y\u00f6ntemlerle temin etmek demokratik de\u011fildir. Temel insan haklar\u0131 ihlal edilerek uygulanmas\u0131nda \u0131srar edilen s\u00f6zle\u015fmeli \u00f6\u011fretmenli\u011fin sorunlar\u0131 her ge\u00e7en artmakta, bu durum da uzun vadede y\u00f6netilmesi zor bir potansiyel biriktirmektedir.<\/p>\n<p class=\"p2\">\u00d6\u011fretmenlerin anayasal haklar\u0131n\u0131 s\u0131n\u0131rlayan, aile b\u00fct\u00fcnl\u00fc\u011f\u00fcn\u00fc bozan, e\u015fleri birbirinden, \u00e7ocuklar\u0131 da anne babalar\u0131ndan 6 y\u0131l boyunca ayr\u0131 b\u0131rakan, \u00f6\u011fretmeni e\u015fi ile i\u015fi, sa\u011fl\u0131k ile i\u015fsizlik aras\u0131nda tercihte bulunmaya zorlayan, \u00f6\u011fretmenler odas\u0131nda ayr\u0131mc\u0131l\u0131k olu\u015fturan, \u00f6\u011fretmenlik mesle\u011fini ve \u00f6\u011fretmenin itibar\u0131n\u0131 zedeleyen s\u00f6zle\u015fmeli \u00f6\u011fretmenlik uygulamas\u0131na derhal son verilmeli, s\u00f6zle\u015fmeli \u00f6\u011fretmenler kadroya ge\u00e7irilmelidir\u201d \u015feklinde konu\u015ftu.<\/p>\n<p class=\"p3\">\u00a0<\/p>\n<p class=\"p4\">\u00d6\u011eRETMENLER\u0130 MOT\u0130VE ED\u0130C\u0130 B\u0130R KAR\u0130YER S\u0130STEM\u0130 GEL\u0130\u015eT\u0130R\u0130LMEL\u0130D\u0130R<\/p>\n<p class=\"p5\">\u00a0<\/p>\n<p class=\"p2\">\u00d6\u011frenciler gibi \u00f6\u011fretmenlerin de yap\u0131lan yanl\u0131\u015fl\u0131klara kurban gitti\u011fini aktaran \u00c7elik, \u201cAnayasa Mahkemesi\u2019nin \u00d6\u011fretmenlik Kariyer Basamaklar\u0131nda Y\u00fckselme uygulamas\u0131na y\u00f6nelik olarak verdi\u011fi iptal karar\u0131 ve Dan\u0131\u015ftay \u0130dari Dava Daireleri Kurulu\u2019nun, mahkeme karar\u0131yla kariyer basama\u011f\u0131 unvan\u0131 elde edilemeyece\u011fi noktas\u0131ndaki i\u00e7tihad\u0131 sonras\u0131nda kariyer basamaklar\u0131 s\u00fcrecinin yasal belirlili\u011fe kavu\u015fturulmamas\u0131, adeta unutulmaya terk edilmesi, pek \u00e7ok hak kayb\u0131na yol a\u00e7m\u0131\u015ft\u0131r. Payda\u015flar\u0131n g\u00f6r\u00fc\u015fleri ve talepleri do\u011frultusunda herkesin yararlanmas\u0131na a\u00e7\u0131k, \u00f6zg\u00fcn, maddi ve manevi a\u00e7\u0131dan tatmink\u00e2r bir kariyer sistemi ivedilikle hayata ge\u00e7irilmelidir. \u00d6\u011fretmenlerin mesleki geli\u015fimine katk\u0131 sunacak bir kariyer sistemine i\u015flerlik kazand\u0131r\u0131lmal\u0131d\u0131r.Alan de\u011fi\u015fikli\u011fi konusunda verilen s\u00f6zlerin tutulmamas\u0131, alan de\u011fi\u015fikli\u011fi yapmak isteyen ve alan de\u011fi\u015fikli\u011fi yapamad\u0131\u011f\u0131 i\u00e7in ma\u011fdur olan \u00e7ok say\u0131da \u00f6\u011fretmenin kariyer planlamas\u0131 yapmas\u0131na engel te\u015fkil etmi\u015ftir. Bakanl\u0131k, bu konuda ad\u0131m atmal\u0131 ve \u00f6\u011fretmenlere yaz d\u00f6neminde alan de\u011fi\u015fikli\u011fi hakk\u0131 tan\u0131mal\u0131d\u0131r. \u00d6\u011fretmenlerin e\u011fitim-\u00f6\u011fretim y\u0131l\u0131 ba\u015f\u0131nda yeni alanlar\u0131nda ve e\u011fitim kurumlar\u0131nda g\u00f6reve ba\u015flamalar\u0131n\u0131 sa\u011flayacak \u015fekilde bo\u015f normun en az y\u00fczde 10\u2019u alan de\u011fi\u015fikli\u011fi i\u00e7in kullan\u0131lmal\u0131d\u0131r\u201d ifadelerini kulland\u0131.<\/p>\n<p class=\"p3\">\u00a0<\/p>\n<p class=\"p4\">OKULLAR \u0130Y\u0130LE\u015eT\u0130R\u0130LMEL\u0130<\/p>\n<p class=\"p5\">\u00a0<\/p>\n<p class=\"p2\">Okullar\u0131n fiziki altyap\u0131s\u0131 geli\u015ftirilmesini ve okullara do\u011frudan \u00f6denek tahsis edilmesini isteyen \u00e7elik \u015funlar\u0131 kaydetti: \u201cMevcut okullar\u0131n mesleki ve teknik donan\u0131m\u0131n\u0131n ve yeterlili\u011finin geli\u015ftirilmesi y\u00f6n\u00fcnde at\u0131lan ad\u0131mlar ve bu alandaki geli\u015fmeler memnuniyet verici olsa da yeterli de\u011fildir. Mesleki ve teknik e\u011fitim veren okullar ba\u015fta olmak \u00fczere, okullar\u0131m\u0131z\u0131n laboratuvar, yabanc\u0131 dil s\u0131n\u0131f\u0131, bilgisayar s\u0131n\u0131f\u0131 ve ders kitab\u0131 haricindeki \u00f6\u011fretim materyali ihtiyac\u0131 had safhadad\u0131r. H\u00e2lihaz\u0131rda e\u011fitim kurumlar\u0131 y\u00f6netimlerinin kullan\u0131m\u0131na tahsis edilmi\u015f hi\u00e7bir \u00f6denek mevcut de\u011fildir. Hizmetli\/\u00f6zel g\u00fcvenlik\u00e7ilerin \u00fccret, vergi ve sosyal g\u00fcvenlik primleri, basit onar\u0131m, g\u00fcnl\u00fck rutin giderler, internet faturalar\u0131 \u00f6demeleri, sosyal faaliyetler i\u00e7in yol ve benzeri giderler, k\u0131rtasiye masraflar\u0131 gibi zorunlu harcamalar okul aile birliklerine yap\u0131lan ba\u011f\u0131\u015flardan kar\u015f\u0131lanmaktad\u0131r. Bu durumda da okul y\u00f6neticilerinin, Bakanl\u0131k genelgeleriyle ba\u011f\u0131\u015f konusunda eli kolu ba\u011flanmaktad\u0131r. E\u011fitim-\u00f6\u011fretim y\u0131l\u0131 ba\u015flamadan evvel, s\u0131n\u0131f ve \u00f6\u011frenci say\u0131s\u0131, personel say\u0131s\u0131, b\u00fcy\u00fckl\u00fck gibi k\u0131staslar esas al\u0131narak her okula m\u00fcnhas\u0131r bir \u00f6denek tahsis edilmelidir.<\/p>\n<p class=\"p2\">Hizmetli ve memur gibi personelin g\u00f6rev tan\u0131mlar\u0131 bulunmamaktad\u0131r. Hizmetli kadrosunda g\u00f6rev yapan e\u011fitim \u00e7al\u0131\u015fanlar\u0131n\u0131n en \u00f6nemli sorunu, \u00e7al\u0131\u015fma saatlerinin belirsizli\u011fi ve yapmakla y\u00fck\u00fcml\u00fc olduklar\u0131 i\u015flerin net olarak tan\u0131mlanmamas\u0131d\u0131r.
