T\u00fcrkiye, son haftalarda ba\u015fkent Ankara da dahil pek \u00e7ok b\u00f6lgede ya\u015fanan seller, orman yang\u0131nlar\u0131 gibi \u00e7e\u015fitli olaylarla iklim de\u011fi\u015fikli\u011finin olumsuz etkilerinin g\u00f6zler \u00f6n\u00fcne serildi\u011fi \u00fclkelerden biri. D\u00fcnyan\u0131n en fazla karbon sal\u0131m\u0131na sahip 17\u2019nci \u00fclkesi olan T\u00fcrkiye, Paris Anla\u015fmas\u0131\u2019n\u0131 onaylayarak, 2053 y\u0131l\u0131na kadar karbon n\u00f6tr olma taahh\u00fcd\u00fcn\u00fc yerine getirmek i\u00e7in temiz enerjiye d\u00f6n\u00fc\u015f\u00fcm ve iklim de\u011fi\u015fikli\u011fiyle m\u00fccadele \u00e7al\u0131\u015fmalar\u0131n\u0131 h\u0131zla s\u00fcrd\u00fcr\u00fcyor.<br \/>\n\u201cN\u00fckleer Alanda Kad\u0131nlar\u201d (N\u00dcKAD) olarak bilinen, \u201cWiN (Women in Nuclear) Global T\u00fcrkiye\u201d Grubu\u2019nun kurucusu ve ba\u015fkan\u0131 Bahire G\u00fcl G\u00f6ktepe\u2019ye g\u00f6re, iklim de\u011fi\u015fikli\u011fi d\u00fcnyan\u0131n en b\u00fcy\u00fck k\u00e2busu. \u00c7evre g\u00fcvenli\u011fi ve ekosistem i\u00e7in en b\u00fcy\u00fck tehdit.<br \/>\n\u0130klim de\u011fi\u015fikli\u011fi tehdidinin \u015fu anda son derece \u00e7arp\u0131c\u0131 bir \u015fekilde g\u00f6zler \u00f6n\u00fcnde serildi\u011fini kaydeden G\u00f6ktepe, \u201c\u0130klim de\u011fi\u015fikli\u011fi \u00f6ld\u00fcr\u00fcr, kavurur, yok eder\u201d s\u00f6zleriyle durumun ciddiyetine aktard\u0131. Sorunun \u00e7\u00f6z\u00fcm\u00fc i\u00e7in al\u0131nmas\u0131 gereken ulusal ve uluslararas\u0131 t\u00fcm tedbirlerden asla taviz verilmemesi gerekti\u011fi uyar\u0131s\u0131nda bulundu.<br \/>\nNet s\u0131f\u0131r i\u00e7in sera gaz\u0131 emisyonu azalt\u0131lmal\u0131<br \/>\n\u0130klim de\u011fi\u015fikli\u011fi ve \u00e7\u00f6z\u00fcm \u00f6nerileri konusunda y\u0131llard\u0131r fark\u0131ndal\u0131k yaratma \u00e7al\u0131\u015fmalar\u0131n\u0131 s\u00fcrd\u00fcren G\u00fcl G\u00f6ktepe, d\u00fcnyan\u0131n iklim de\u011fi\u015fikli\u011fini ele alma \u00e7abas\u0131n\u0131n hayat\u0131n en b\u00fcy\u00fck, en karma\u015f\u0131k ve iddial\u0131 zorluklar\u0131ndan biri oldu\u011funu vurgulad\u0131. G\u00f6ktepe, \u201c\u0130klim, insan faaliyetleri nedeniyle de\u011fi\u015fiyor. Etkisi gittik\u00e7e h\u0131zlanan bu de\u011fi\u015fiklikler hayat\u0131m\u0131z\u0131 b\u00fcy\u00fck \u00f6l\u00e7\u00fcde etkiliyor. \u0130klim de\u011fi\u015fikli\u011finin olumsuz etkilerini m\u00fcmk\u00fcn olan en k\u0131sa s\u00fcrede kontrol edebilmek ve net s\u0131f\u0131r hedefine ula\u015fabilmek i\u00e7in sera gaz\u0131 emisyonlar\u0131n\u0131 en etkin \u015fekilde azaltmak gerekiyor. H\u00fck\u00fcmetleraras\u0131 \u0130klim De\u011fi\u015fikli\u011fi Paneli (IPCC) taraf\u0131ndan haz\u0131rlanan ve k\u00fcresel \u0131s\u0131nman\u0131n 1,5 C ile s\u0131n\u0131rland\u0131r\u0131lmas\u0131n\u0131n aciliyetini ortaya koyan 630 sayfal\u0131k rapor, 6 binden fazla bilimsel referans i\u00e7eriyor. 40 \u00fclkeden 91 yazar taraf\u0131ndan haz\u0131rlanan rapor, hemen harekete ge\u00e7memiz gerekti\u011fini net ortaya koyuyor. \u0130klim de\u011fi\u015fikli\u011fi ile m\u00fccadelede \u00e7\u00f6z\u00fcm \u00f6nerileri aras\u0131nda yer alan n\u00fckleer enerji se\u00e7ene\u011fi \u00e7ok \u00f6nemli\u201d \u015feklinde konu\u015ftu.<br \/>\nN\u00fckleer santrallerden elektrik \u00fcretiminin kritik bir rol\u00fc var<br \/>\nN\u00fckleer enerjinin geli\u015fmi\u015f ve yerle\u015fmi\u015f bir teknoloji oldu\u011funu vurgulayan G\u00f6ktepe, \u015funlar\u0131 s\u00f6yledi: \u201cN\u00fckleer santraller elektrik \u00fcreten di\u011fer t\u00fcm sistemlerden farkl\u0131 \u00f6zellikleri olan bir se\u00e7enektir.  Di\u011fer enerji \u00fcretim sistemleriyle mukayese edildi\u011finde \u00e7ok farkl\u0131 ve \u00fcst\u00fcn \u00f6zellikleri vard\u0131r. T\u00fcm di\u011fer enerji alternatiflerinden g\u00fc\u00e7l\u00fc ve verimlidir. Kesintisiz (7&#215;24) ve g\u00fcvenilir elektrik \u00fcretir. Birim elektrik \u00fcretim maliyeti d\u00fc\u015f\u00fckt\u00fcr. Uranyum yak\u0131t ekonomiktir.  Ta\u015f\u0131mac\u0131l\u0131k emniyetlidir. En ileri seviyede g\u00fcvenlik \u00f6nlemleriyle i\u015fletilen n\u00fckleer santrallerden atmosfere emisyon vermeden b\u00fcy\u00fck miktarda elektrik enerjisi \u00fcretilir. \u0130klim de\u011fi\u015fikli\u011fine kar\u015f\u0131 \u00e7\u00f6z\u00fcmde kritik bir role sahiptir. N\u00fckleer enerji, halen d\u00fcnya elektri\u011finin %10&#8217;unu sa\u011flayarak, k\u00fcresel d\u00fc\u015f\u00fck karbonlu elektri\u011fin d\u00f6rtte birinden fazlas\u0131n\u0131 temsil etmektedir. Ayr\u0131ca n\u00fckleer elektrik \u00fcretiminin   yan\u0131 s\u0131ra n\u00fckleer ve izotopik tekniklerin uygulamas\u0131, iklim de\u011fi\u015fikli\u011finin sonu\u00e7lar\u0131yla ba\u015fa \u00e7\u0131kmaya, de\u011fi\u015fen ko\u015fullara uyum sa\u011flamaya, sebeplerini, etkilerini ve olas\u0131 sonu\u00e7lar\u0131n\u0131 daha iyi anlamaya yard\u0131mc\u0131 olur. N\u00fckleer Enerji net s\u0131f\u0131r gelece\u011fimizde emsalsiz f\u0131rsatlar sa\u011flayabilir.\u201d<br \/>\nReakt\u00f6rler temiz enerji \u00fcretiyor<br \/>\nG\u00f6ktepe, elektrik \u00fcreten bir enerji sisteminin \u00e7evreyle etkile\u015fiminde, karar mekanizmalar\u0131nda g\u00f6z \u00f6n\u00fcne al\u0131nmas\u0131 gereken esas kriterler de\u011ferlendirildi\u011finde n\u00fckleer enerjinin \u00e7evresel yararlar\u0131n\u0131n \u00e7ok y\u00f6nl\u00fc oldu\u011funu belirtti. Bu y\u00f6nleri de \u201cdo\u011fal kaynak t\u00fcketimi, atmosfere etkiler, arazi kullan\u0131m\u0131, su kaynaklar\u0131na etkiler, emniyetli ta\u015f\u0131mac\u0131l\u0131k, at\u0131k y\u00f6netiminde sorumluluk, at\u0131klarda geri d\u00f6n\u00fc\u015f\u00fcm ve hidrojeni temini (IV. Nesil)\u201d olarak s\u0131ralad\u0131.<br \/>\nD\u00fcnya N\u00fckleer Birli\u011fi\u2019nin (WNA) May\u0131s 2022 verilerine g\u00f6re d\u00fcnyada 32 \u00fclkede toplam 394,519 MWe kapasitede 441 n\u00fckleer reakt\u00f6rden d\u00fcnya elektrik talebinin %10,5\u2019i sa\u011fland\u0131\u011f\u0131n\u0131 s\u00f6yleyen G\u00f6ktepe \u015funlar\u0131 belirtti: \u201c1950li y\u0131llardan itibaren y\u00fcksek performansla i\u015fletilen y\u00fczlerce n\u00fckleer santralden elde edilen 18,329 k\u00fcm\u00fclatif reakt\u00f6r-y\u0131l\u0131 ticari NGS i\u015fletme deneyimi olu\u015fmu\u015ftur. Bu bir g\u00fcvenli i\u015fletme rekorudur. Bu reakt\u00f6rler bazen b\u00fcy\u00fck kentlerin hemen yak\u0131n\u0131nda, nehirlerin, denizlerin kenar\u0131nda, tarlalar\u0131n ortas\u0131nda, ormanlar\u0131n i\u00e7inde baca gazlar\u0131 olmadan, atmosferi kirletmeden \u00e7al\u0131\u015ft\u0131r\u0131lmaktad\u0131r. N\u00fckleer santraller \u00e7evre halk\u0131na olumsuz etki yaratmadan i\u015fletilmektedir.\u201d<br \/>\nN\u00fckleere d\u00f6n\u00fc\u015f ba\u015flad\u0131<br \/>\nNet s\u0131f\u0131r emisyon hedefleri i\u00e7in elektrik sekt\u00f6r\u00fcn\u00fcn karbonsuzla\u015ft\u0131r\u0131labilmesinin \u00f6nemine dikkat \u00e7eken N\u00dcKAD Ba\u015fkan\u0131, n\u00fckleer enerjinin de bulundu\u011fu d\u00fc\u015f\u00fck karbonlu enerji kaynaklar\u0131n\u0131n tercih edilmesinin hem \u201celektrik arz g\u00fcvenli\u011fi\u201d hem de \u201ciklim de\u011fi\u015fikli\u011fiyle m\u00fccadele\u201d a\u00e7\u0131s\u0131ndan vazge\u00e7ilmez oldu\u011funu s\u00f6yledi. \u00c7evre g\u00fcvenli\u011fi ve temiz enerji s\u00f6z konusu oldu\u011funda n\u00fckleer enerjinin benzersiz bir teknoloji oldu\u011funu da hat\u0131rlatan G\u00f6ktepe, n\u00fckleer enerjinin en \u00fcst d\u00fczeyde geli\u015fmi\u015f g\u00fcvenlik felsefesi, \u00e7evre ve \u00e7evre g\u00fcvenli\u011fine en \u00f6ncelikli de\u011feri vermesi a\u00e7\u0131s\u0131ndan di\u011fer alternatif enerji kaynaklar\u0131na k\u0131yasla \u00f6ne \u00e7\u0131kt\u0131\u011f\u0131n\u0131 vurgulad\u0131.<br \/>\nSon y\u0131llar\u0131n en \u00f6nemli uluslararas\u0131 zirveleri olan G20 Roma Zirvesi ve COP26 Glasgow \u0130klim De\u011fi\u015fikli\u011fi Konferans\u0131\u2019n\u0131n ard\u0131ndan n\u00fckleer enerjinin tekrar d\u00fcnya g\u00fcndeminde yer ald\u0131\u011f\u0131n\u0131 s\u00f6yleyen G\u00f6ktepe, \u201c\u0130klim krizi derinle\u015ftik\u00e7e ve fosil yak\u0131tlardan uzakla\u015fma ihtiyac\u0131 acil hale geldik\u00e7e, n\u00fckleere kar\u015f\u0131 tutumlar de\u011fi\u015fiyor. \u00d6zellikle son iki y\u0131lda iklim de\u011fi\u015fikli\u011fi konusundaki fark\u0131ndal\u0131\u011f\u0131n artmas\u0131yla birlikte n\u00fckleer enerji yeniden ilgi g\u00f6r\u00fcyor. Daha \u00f6nce n\u00fckleerden vazge\u00e7me karar\u0131 alan \u00fclkeler bu kararlar\u0131n\u0131 yeniden g\u00f6zden ge\u00e7iriyor. \u0130ngiltere ve Fransa\u2019da yeni santrallerin kurulmas\u0131 planlan\u0131yor. Bel\u00e7ika NGSleri devreden \u00e7\u0131karmay\u0131 erteliyor. N\u00fckleer enerji kullan\u0131m\u0131n\u0131n geni\u015fletilmesi s\u00fcrd\u00fcr\u00fclebilir ve m\u00fcreffeh bir gelecek i\u00e7in daha h\u0131zl\u0131 ilerleme sa\u011flayabilir\u201d dedi.<br \/>\n\u201cAkkuyu\u2019nun T\u00fcrkiye\u2019ye katk\u0131lar\u0131 \u00e7ok b\u00fcy\u00fck olacak\u201d<br \/>\nT\u00fcrkiye\u2019nin n\u00fckleer santrale sahip olmak i\u00e7in \u00e7ok uzun y\u0131llar \u00e7aba harcad\u0131\u011f\u0131n\u0131 vurgulayan N\u00dcKAD Ba\u015fkan\u0131 G\u00fcl G\u00f6ktepe, \u201cuzun, ince bir yol\u201d olarak tan\u0131mlad\u0131\u011f\u0131 Akkuyu N\u00fckleer G\u00fc\u00e7 Santrali\u2019nin (NGS) hayata ge\u00e7irilmesini bir hayalin ger\u00e7ekle\u015fmesi olarak niteledi. D\u00fcnyada bir ilk olan \u201cYap-Sahip Ol-\u0130\u015flet\u201d modeline g\u00f6re Rusya Federasyonu i\u015f birli\u011fiyle Rosatom taraf\u0131ndan in\u015fa edilen Akkuyu NGS\u2019nin T\u00fcrkiye\u2019ye katk\u0131lar\u0131n\u0131n zamanla daha iyi g\u00f6r\u00fclece\u011fini kaydeden G\u00f6ktepe, \u015f\u00f6yle devam etti: \u201cHer biri 1200 MWe kurulu g\u00fcce sahip 3+ Nesil VVER-1200 tipi   d\u00f6rt reakt\u00f6r \u00fcnitesi ile in\u015fa ediliyor. Akkuyu NGS\u2019de geli\u015ftirilmi\u015f t\u00fcm aktif ve pasif g\u00fcvenlik sistemleri ve kor tutucu d\u00fczene\u011fi mevcut. N\u00fckleer teknolojinin T\u00fcrkiye\u2019ye girmesinin kalite kontrol\u00fc, kaliteli malzeme \u00fcretimi, yeni tekniklerin geli\u015ftirilmesi, madde ve izotop ay\u0131rma, bas\u0131nca ve s\u0131cakl\u0131\u011fa dayan\u0131kl\u0131 malzemelerin imalat\u0131, elektrik, elektronik, otomatik kontrol sanayi, n\u00fckleer tekniklerin \u00e7e\u015fitli alanlarda kullan\u0131m\u0131n\u0131n, metal\u00fcrji ve g\u00fcvenlik k\u00fclt\u00fcr\u00fc gibi daha pek \u00e7ok alan\u0131n geli\u015fmesine ve enerji arz g\u00fcvenli\u011fine b\u00fcy\u00fck katk\u0131lar\u0131 olaca\u011f\u0131na inan\u0131yorum. Bundan sonra \u00fclkemizde kurulacak olan n\u00fckleer santrallerde yerli ve milli katk\u0131n\u0131n daha y\u00fcksek seviyelerde olmas\u0131 gerekiyor. Ayr\u0131ca mutlaka n\u00fckleer AR&#038;Ge \u2018ye de \u00f6ncelik verilmesi bunun yan\u0131 s\u0131ra halk\u0131n n\u00fckleer konularda bilgilendirilmesi faaliyetlerinin artt\u0131r\u0131lmas\u0131n\u0131 son derece \u00f6nemsiyorum.
