Yay\u0131nlanan istatistikler, siyasi iktidar\u0131n, e\u011fitim sistemimizi bir yandan gericile\u015ftirme \u00f6te yandan da tam bir i\u015fletme mant\u0131\u011f\u0131yla ticarile\u015ftirme ve yerelle\u015ftirme \u00e7al\u0131\u015fmalar\u0131n\u0131 h\u0131zla s\u00fcrd\u00fcrd\u00fc\u011f\u00fcn\u00fc ortaya koymu\u015ftur.\u201d dedi.\u00a0<\/p>\n<p>Okul \u00f6ncesi E\u011fitimde \u00f6\u011frenciler zorla ilkokula kaydediliyor<\/p>\n<p>Hakan Boyar, \u201cZorunlu ilk\u00f6\u011fretime ba\u015flama ya\u015f\u0131n\u0131n bir y\u0131l erkene al\u0131nmas\u0131, okul \u00f6ncesi e\u011fitimin zorunlu e\u011fitimin d\u0131\u015f\u0131na \u00e7\u0131kar\u0131lmas\u0131 \u00e7ocu\u011fun geli\u015fim ve e\u011fitimine ili\u015fkin olumsuz sonu\u00e7lar\u0131n\u0131 k\u0131sa s\u00fcrede ortaya \u00e7\u0131karm\u0131\u015ft\u0131r.\u201d dedi.<br \/>\n2011-2012 e\u011fitim \u00f6\u011fretim y\u0131l\u0131nda, 5 ya\u015f grubunda okul \u00f6ncesi e\u011fitimde okulla\u015fma oran\u0131 y\u00fczde 65,69 iken, 2012-2013 e\u011fitim \u00f6\u011fretim y\u0131l\u0131nda bu oran y\u00fczde 39,72\u2019ye d\u00fc\u015ft\u00fc\u011f\u00fcn\u00fc s\u00f6yleyen Boyar, 2013-2014 e\u011fitim \u00f6\u011fretim y\u0131l\u0131nda ise ilkokula ba\u015flama ya\u015f\u0131n\u0131n 66 aydan 69 aya \u00e7ekilmesi nedeniyle bir \u00f6nceki y\u0131la g\u00f6re \u00e7ok az bir art\u0131\u015fla 42,54\u2019e \u00e7\u0131km\u0131\u015ft\u0131r. 2016-2017 e\u011fitim \u00f6\u011fretim y\u0131l\u0131nda 5 ya\u015f grubu \u00e7ocuklar\u0131n y\u00fczde 58.79\u2019u okul \u00f6ncesi e\u011fitim alm\u0131\u015f bu y\u0131l ise \u00e7ok az bir art\u0131\u015fla y\u00fczde 66.88\u2019de kalm\u0131\u015ft\u0131r. Okul \u00f6ncesi e\u011fitimde okulla\u015fma oran\u0131, 4+4+4 d\u00fczenlemesiyle birlikte gerilemi\u015ftir.\u201d vurgusunu yapt\u0131.\u00a0<br \/>\nOkul \u00f6ncesi e\u011fitimde, okul \u00f6ncesi \u00e7a\u011fdaki \u00f6\u011frencilerin zorla ilkokula kaydedilmesi nedeniyle okul ve \u00f6\u011frenci ve \u00f6\u011fretmen say\u0131lar\u0131nda da azalma meydana geldi\u011fini belirten Boyar, 4+4+4 uygulamas\u0131ndan \u00f6nce 2011-2012 e\u011fitim \u00f6\u011fretim y\u0131l\u0131nda 28.625 olan okul \u00f6ncesi e\u011fitim veren okul say\u0131s\u0131, 2015-2016 e\u011fitim \u00f6\u011fretim y\u0131l\u0131nda 27.793\u2019e d\u00fc\u015fm\u00fc\u015ft\u00fcr. 2017-2018 e\u011fitim \u00f6\u011fretim y\u0131l\u0131nda ise \u00e7ok az bir art\u0131\u015fla 31 bin 246 oldu\u011funu s\u00f6yledi.<\/p>\n<p>Boyar a\u00e7\u0131klamas\u0131n\u0131n devam\u0131nda \u015funlar\u0131 belirtti;<\/p>\n<p>Okulla\u015fma Oran\u0131 Yetersiz<\/p>\n<p>E\u011fitimin temel sorunlar\u0131ndan biri olan okulla\u015fma oranlar\u0131ndaki yetersizlik \u00e7\u00f6z\u00fclememi\u015f bir sorun olarak ortada durmaktad\u0131r. \u0130statistiklere g\u00f6re, ilkokul ve ortaokulda okulla\u015fma oranlar\u0131nda \u00e7ok ciddi bir d\u00fc\u015f\u00fc\u015f ya\u015fanm\u0131\u015ft\u0131r. 2013-2014 e\u011fitim \u00f6\u011fretim y\u0131l\u0131nda okulla\u015fma oran\u0131 ilkokullarda y\u00fczde 99.57 iken, bu y\u0131l bu oran y\u00fczde 91.54\u2019e d\u00fc\u015fm\u00fc\u015ft\u00fcr. 2013-2014 e\u011fitim \u00f6\u011fretim y\u0131l\u0131nda y\u00fczde 99.61 olarak ger\u00e7ekle\u015fen k\u0131z \u00e7ocuklar\u0131n\u0131n okulla\u015fma oran\u0131 ise y\u00fczde 91.68\u2019e gerilemi\u015ftir.<br \/>\nGe\u00e7ti\u011fimiz y\u0131l y\u00fczde 95.68 olan ortaokullarda okulla\u015fma oran\u0131 bu y\u0131l 94.47\u2019ye d\u00fc\u015ferken, orta\u00f6\u011fretimde y\u00fczde 83.58 oldu.<br \/>\n\u00a0<br \/>\nMEB\u2019in istatistikleri, derslik ba\u015f\u0131na d\u00fc\u015fen \u00f6\u011frenci say\u0131s\u0131n\u0131n ge\u00e7en y\u0131llara g\u00f6re az da olsa d\u00fc\u015fmekle birlikte, \u00f6zellikle g\u00f6\u00e7 alan illerde hala ortalaman\u0131n \u00fcst\u00fcnde kalabal\u0131k s\u0131n\u0131flar bulundu\u011funu ortaya koymu\u015ftur. Resmi okullara bakt\u0131\u011f\u0131m\u0131zda, ilkokullarda derslik ba\u015f\u0131na d\u00fc\u015fen \u00f6\u011frenci say\u0131s\u0131 ortalama 21, ortaokullarda 24, liselerde ise 21\u2019dir.<br \/>\n\u00a0<br \/>\n\u00c7ocuk \u0130\u015f\u00e7ili\u011fin \u00d6n\u00fc A\u00e7\u0131ld\u0131<\/p>\n<p>MEB istatistikleri, son y\u0131llarda sermayenin kalifiye ve ucuz i\u015fg\u00fcc\u00fc ihtiyac\u0131na ba\u011fl\u0131 olarak meslek liselerinin say\u0131s\u0131nda da art\u0131\u015f oldu\u011funu ortaya koymu\u015ftur. T\u00fcrkiye genelindeki toplam 11 bin 783 lisenin yakla\u015f\u0131k yar\u0131s\u0131 yani 4 bin 461\u2019i mesleki ve teknik lisedir.<br \/>\nE\u011fitimde 4+4+4 \u00f6ncesinde, 2011-2012 e\u011fitim \u00f6\u011fretim y\u0131l\u0131nda T\u00fcrkiye\u2019de sadece 45 \u00f6zel meslek lisesi varken, son d\u00f6rt y\u0131l i\u00e7inde kamu kaynaklar\u0131yla yap\u0131lan do\u011frudan destek ve te\u015fvikler sonucunda \u00f6zel meslek lisesi say\u0131s\u0131 ise 383\u2019e \u00e7\u0131km\u0131\u015ft\u0131r. \u00a0<br \/>\nBu okullarda okuyan \u00f6\u011frenciler daha \u00f6\u011frencilik y\u0131llar\u0131ndan itibaren d\u00fc\u015f\u00fck \u00fccretle i\u015f\u00e7i olarak \u00e7al\u0131\u015ft\u0131r\u0131lmaktad\u0131r. \u201cMeslek Lisesi Memleket Meselesi\u201d slogan\u0131yla sermayenin resmi kurumlarla d\u00fczenledi\u011fi kampanyalar, \u00f6zel meslek lisesi a\u00e7acak i\u015f adamlar\u0131na \u00f6\u011frenci ba\u015f\u0131na 8 bin liraya varan te\u015fvik verilmesi b\u00fct\u00fcn bunlar ucuz, nitelikli \u00e7ocuk i\u015f\u00e7iler yaratmak i\u00e7indir.<br \/>\n\u00a0<br \/>\nMEB istatistiklerine g\u00f6re \u00fclke genelinde, 65 bin 568 okul bulunuyor. 4+4+4 d\u00fczenlemesi \u00f6ncesi 2011-2012 e\u011fitim \u00f6\u011fretim y\u0131l\u0131nda 4 bin 664 \u00f6zel okulda 535 bin 788 \u00f6\u011frenci e\u011fitim g\u00f6r\u00fcrken, ge\u00e7ti\u011fimiz y\u0131l 9 bin 555 \u00f6zel okulda, 1 milyon 204 bin 963 \u00f6\u011frenci e\u011fitim g\u00f6rm\u00fc\u015ft\u00fcr. Bu y\u0131l ise 11 bin 694 \u00f6zel okulda 1 milyon 351 bin 712 \u00f6\u011frenci e\u011fitim g\u00f6rd\u00fc. \u00a0\u00a0<br \/>\n\u00d6zel okullar\u0131n say\u0131s\u0131, 2011-2012 e\u011fitim \u00f6\u011fretim y\u0131l\u0131na g\u00f6re \u00fc\u00e7 kat\u0131 oran\u0131nda artm\u0131\u015ft\u0131r. Ortaya \u00e7\u0131kan tablo, AKP h\u00fck\u00fcmetinin e\u011fitim sistemini sermaye s\u0131n\u0131f\u0131n\u0131n \u00e7\u0131karlar\u0131 do\u011frultusunda nas\u0131l \u015fekillendirdi\u011fini ve e\u011fitim sistemindeki ayr\u0131\u015fmay\u0131 g\u00f6zler \u00f6n\u00fcne sermektedir. MEB\u2019in istatistikleri, \u00f6zel okullar\u0131 do\u011frudan kamu kaynaklar\u0131yla destekleyen AKP\u2019nin e\u011fitimi kamusal bir hizmet olmaktan \u00e7\u0131karma amac\u0131n\u0131 ortaya koymaktad\u0131r.<br \/>\n\u00a0<br \/>\n\u0130mam Hatip Okullar\u0131ndaki Art\u0131\u015f S\u00fcrmektedir<\/p>\n<p>4+4+4 d\u00fczenlemesiyle birlikte imam hatip ortaokullar\u0131n\u0131n yeniden a\u00e7\u0131lmas\u0131 ve bir\u00e7ok genel lisenin imam hatip lisesine d\u00f6n\u00fc\u015ft\u00fcr\u00fclmesiyle, imam hatip okullar\u0131nda inan\u0131lmaz bir art\u0131\u015f ya\u015fanm\u0131\u015ft\u0131r.<br \/>\nMEB\u2019in istatistiklerine g\u00f6re T\u00fcrkiye genelinde 2012-2013 e\u011fitim \u00f6\u011fretim y\u0131l\u0131nda 1.099 olan imam hatip ortaokulu say\u0131s\u0131 ge\u00e7ti\u011fimiz y\u0131l 2.777\u2019ye, bu y\u0131l 3.286\u2019ya; 708 olan imam hatip lisesi say\u0131s\u0131 ise ge\u00e7ti\u011fimiz y\u0131l 1.408\u2019e, bu y\u0131l 1.605\u2019e \u00e7\u0131kt\u0131.<br \/>\n\u0130mam hatip lisesi \u00f6\u011frenci say\u0131s\u0131 627 bin 503, imam hatip ortaokulu \u00f6\u011frenci say\u0131s\u0131 ise 723 bin 108 oldu. Ge\u00e7en y\u0131la g\u00f6re ortaokul ve lise ile birlikte imam hatipli say\u0131s\u0131 1 milyon 291 bin 426\u2019dan 1 milyon 350 bin 611\u2019e y\u00fckseldi. Bu say\u0131 AKP\u2019nin iktidara geldi\u011fi 2002 y\u0131l\u0131nda 71 bin 100\u2019idi.<br \/>\nYine imam hatip ortaokullar\u0131nda g\u00f6rev yapan \u00f6\u011fretmen say\u0131s\u0131 31 bin 530\u2019dan 39 bin 356\u2019ya; derslik say\u0131s\u0131 ise 22 bin 532\u2019den, 25 bin 163\u2019e \u00e7\u0131km\u0131\u015ft\u0131r. Derslik ve \u00f6\u011fretmen ihtiyac\u0131n\u0131n had safhaya ula\u015ft\u0131\u011f\u0131 \u00fclkemizde imam hatiplerin \u00f6\u011fretmen kadrosu bak\u0131m\u0131ndan avantajl\u0131 olmas\u0131 dikkat \u00e7ekicidir.<br \/>\n\u00a0<br \/>\nOrta\u00f6\u011fretimde \u00f6\u011frenciler a\u00e7\u0131k liseye y\u00f6nlendiriliyor<\/p>\n<p>AKP h\u00fck\u00fcmeti taraf\u0131ndan 4+4+4 d\u00fczenlemesi \u201czorunlu e\u011fitimin 12 y\u0131la \u00e7\u0131kar\u0131lmas\u0131\u201d giri\u015fimi olarak sunuldu. Oysa MEB\u2019in 2015-2016 istatistikleri orta\u00f6\u011fretim \u00e7a\u011f\u0131ndaki \u00e7ocuklar\u0131n \u00f6rg\u00fcn e\u011fitimden koparak a\u00e7\u0131k liseye y\u00f6nlendi\u011fini ortaya koymu\u015ftur. \u0130statistiklere g\u00f6re, mesleki a\u00e7\u0131k\u00f6\u011fretim lisesi de dahil olmak \u00fczere a\u00e7\u0131k\u00f6\u011fretim lisesinde okuyan toplam \u00f6\u011frenci say\u0131s\u0131 ge\u00e7ti\u011fimiz y\u0131l 1.287.249 iken bu y\u0131l 1.395.621\u2019e \u00e7\u0131km\u0131\u015ft\u0131r. Bu say\u0131 4+4+4 d\u00fczenlemesi \u00f6ncesi 2011-2012 e\u011fitim \u00f6\u011fretim y\u0131l\u0131nda 940 bin 268\u2019di.<br \/>\nA\u00e7\u0131k\u00f6\u011fretim ortaokulunda kay\u0131tl\u0131 191 bin 202 \u00f6\u011frenci say\u0131s\u0131n\u0131 da dikkate ald\u0131\u011f\u0131m\u0131zda, toplam 1 milyon 586 bin 823 \u00f6\u011frenci \u00f6rg\u00fcn e\u011fitimden kopmu\u015ftur.<br \/>\n\u0130statistiklere g\u00f6re ge\u00e7ti\u011fimiz y\u0131l 541 bin 408 k\u0131z \u00f6\u011frenci a\u00e7\u0131k\u00f6\u011fretim liselerinde okurken bu y\u0131l bu say\u0131 582 bin 549\u2019a \u00e7\u0131km\u0131\u015ft\u0131r. K\u0131z \u00f6\u011frenciler 4+4+4 e\u011fitim sistemiyle birlikte \u00f6rg\u00fcn e\u011fitim d\u0131\u015f\u0131na itilmi\u015ftir. Ortaya \u00e7\u0131kan tablo zorunlu e\u011fitimin fiilen 4 y\u0131la indirildi\u011finin g\u00f6stergesidir.<br \/>\n\u00a0<br \/>\nTa\u015f\u0131mal\u0131 e\u011fitim uygulamas\u0131ndaki art\u0131\u015f s\u00fcrmektedir<\/p>\n<p>6287 Say\u0131l\u0131 Yasa haz\u0131rlan\u0131rken ileri s\u00fcr\u00fclen en \u00f6nemli gerek\u00e7elerden biri de kesintisiz 8 y\u0131ll\u0131k e\u011fitim nedeniyle k\u0131rsal kesimde pek \u00e7ok k\u00f6y okulunun i\u015flevsiz kald\u0131\u011f\u0131, fizik\u00ee \u015fartlar\u0131n yetersiz oldu\u011fu, yat\u0131l\u0131 b\u00f6lge okullar\u0131na ya da ta\u015f\u0131mal\u0131 e\u011fitim merkezi olan okullara \u00f6\u011frencilerin ta\u015f\u0131nmas\u0131 i\u00e7in tahsis edilen servislerin uzun mesafeleri kat etti\u011fi ve \u00f6\u011frencilerin bu yolculukta \u00e7ekti\u011fi eziyetler olarak ileri s\u00fcr\u00fclm\u00fc\u015ft\u00fc.<br \/>\nAyr\u0131ca k\u0131rsal b\u00f6lgelerdeki ailelerin k\u00fc\u00e7\u00fck k\u0131zlar\u0131n\u0131 bu \u015fartlardaki ta\u015f\u0131mal\u0131 e\u011fitime<br \/>\nvermeleri konusunda ciddi \u015fik\u00e2yetleri oldu\u011funu ve bu uygulaman\u0131n okulla\u015fma, \u00f6zellikle<br \/>\nde k\u0131z \u00e7ocuklar\u0131n\u0131n e\u011fitimi ad\u0131na sorunlara kaynakl\u0131k etti\u011fi ifade edilmi\u015fti. Oysa 2017-2018 e\u011fitim \u00f6\u011fretim y\u0131l\u0131nda ta\u015f\u0131mal\u0131 e\u011fitim artarak devam etmi\u015ftir. \u00a0<br \/>\n2012-2013 e\u011fitim \u00f6\u011fretim y\u0131l\u0131nda ta\u015f\u0131nan \u00f6\u011frenci say\u0131s\u0131 801 bin 708\u2019di. 2013-2014 e\u011fitim \u00f6\u011fretim y\u0131l\u0131nda toplam 23 bin 880 okul, 10 bin 551 merkez okula ta\u015f\u0131n\u0131rken ta\u015f\u0131nan ilkokul ve ortaokul \u00f6\u011frenci say\u0131s\u0131 825 bin 90\u2019a \u00e7\u0131km\u0131\u015ft\u0131r. 2016-2017 e\u011fitim \u00f6\u011fretim y\u0131l\u0131nda, 43 bin 466 okul 11 bin 906 merkez okula ta\u015f\u0131nmaktayken, ta\u015f\u0131nan \u00f6\u011frenci say\u0131s\u0131 ise 817 bin 799\u2019di. 2017-2018 e\u011fitim \u00f6\u011fretim y\u0131l\u0131nda ise toplam 43 bin 405 okul, 12 bin 55 merkez okula ta\u015f\u0131nmaktad\u0131r. Ta\u015f\u0131nan \u00f6\u011frenci say\u0131s\u0131 ise 810 bin 35\u2019tir.<br \/>\n\u00a0<br \/>\nBoyar a\u00e7\u0131klamas\u0131n\u0131n son k\u0131sm\u0131nda; \u201cE\u011fitim sisteminin kar\u015f\u0131 kar\u015f\u0131ya kald\u0131\u011f\u0131 sorunlar, 4+4+4 e\u011fitim sisteminin uygulamaya konulmas\u0131n\u0131n ard\u0131ndan bug\u00fcn i\u00e7inden \u00e7\u0131k\u0131lamaz hale getirilmi\u015ftir.\u00a0<br \/>\nBilim insanlar\u0131n\u0131n ve e\u011fitim \u00f6rg\u00fctlerinin uyar\u0131lar\u0131 dikkate al\u0131nmadan, yeterli haz\u0131rl\u0131k ve altyap\u0131 \u00e7al\u0131\u015fmalar\u0131 yap\u0131lmadan uygulamaya ge\u00e7irilen 4+4+4 d\u00fczenlemesi e\u011fitim sistemimizde y\u0131k\u0131m\u0131n ad\u0131 olmu\u015ftur.
