Ya\u015fam\u0131n temel kayna\u011f\u0131 olan hava, insan ve canl\u0131lar i\u00e7in vaz ge\u00e7ilmezdir. Bu nedenle hava kirlili\u011fi kitlesel sonu\u00e7lara neden olmaktad\u0131r. Tarihte ya\u015fanan hava kirlili\u011fi nedeniyle, binlerce insan hayat\u0131n\u0131 kaybetmi\u015f, g\u00fcn\u00fcm\u00fczde de devam edecek \u015fekilde hastal\u0131klar artm\u0131\u015f ve ya\u015fam standartlar\u0131 d\u00fc\u015fm\u00fc\u015ft\u00fcr. Bu kapsamda, Odam\u0131z mesle\u011fimizin vermi\u015f oldu\u011fu birikim ve sorumluluk ile d\u00fczenli olarak hava kirlili\u011fine dair raporlar yay\u0131mlamaktad\u0131r.\u201d \u015feklinde konu\u015ftu.<\/p>\n<p>\u201cT\u00fcrkiye\u2019de Y\u0131lda 30 Bin Ki\u015fi Kirli Hava Soludu\u011fu \u0130\u00e7in Ya\u015fam\u0131n\u0131 Yitirmektedir\u201d<\/p>\n<p>Can, \u201cMersin ilimizde hava kalitesi izlenmesi i\u00e7in kurulan istasyon say\u0131s\u0131 bir adettir. Veri al\u0131m oran\u0131 g\u00fcvenli olmamakta ve y\u0131ll\u0131k bazda \u00f6l\u00e7\u00fclemeyen g\u00fcn say\u0131s\u0131 y\u00fcksek oranda oldu\u011fu g\u00f6r\u00fclmektedir. \u0130lk olarak hali haz\u0131rda bulunan istasyonlar\u0131n bak\u0131m ve onar\u0131m\u0131 yap\u0131lma ve mersin ilinde birden fazla \u00f6l\u00e7\u00fcm istasyonu yer almas\u0131 i\u00e7in \u00e7al\u0131\u015fmalara ba\u015flanmal\u0131d\u0131r. \u00a0Ayr\u0131ca, Mersin \u0130limizde hava kalitesi i\u00e7in \u00f6nemli olan her parametre \u00f6l\u00e7\u00fclememektedir. Her parametrenin \u00f6l\u00e7\u00fclebilmesi i\u00e7in giri\u015fimde bulunulmal\u0131d\u0131r.\u201d dedi.<br \/>\nVerilerin de\u011ferlendirilmesi sonucun da Mersin\u2018in kirli hava soluyan kritik iller aras\u0131nda oldu\u011fu g\u00f6r\u00fclmektedir diyen Can, Canl\u0131 v\u00fccudunda karaci\u011fere kadar inerek ve kanser ba\u015fta olmak \u00fczere bir\u00e7ok hastal\u0131\u011f\u0131 tetikleme riski olan PM2,5 kirletici parametresinin Mersin \u0130linde \u00f6l\u00e7\u00fcm\u00fcn\u00fcn yap\u0131lmamas\u0131n\u0131n Mersin a\u00e7\u0131s\u0131ndan son derece kritik oldu\u011funu s\u00f6yleyebiliriz. Verilerin sa\u011fl\u0131kl\u0131 bir \u015fekilde elde edilmesi ve de\u011ferlendirilmesi i\u00e7in, yerel d\u00fczlemde hava kirlili\u011fini kayna\u011f\u0131nda \u00f6nlemek ve halk sa\u011fl\u0131\u011f\u0131n\u0131 etki d\u00fczeyini en aza indirmek i\u00e7in PM2,5 \u00f6l\u00e7\u00fcm istasyonu kurulmas\u0131 ve verilerin detayland\u0131r\u0131lmas\u0131 gerekmektedir.<br \/>\nMersin gibi \u0131l\u0131man iklime sahip olan bir kent i\u00e7in y\u0131l i\u00e7erisinde PM10 part\u00fck\u00fcl madde de\u011ferlerinin, gerek d\u00fcnya sa\u011fl\u0131k \u00f6rg\u00fct\u00fc s\u0131n\u0131r de\u011ferlerini gerekse ulusal mevzuat\u0131m\u0131zda yer alan s\u0131n\u0131r de\u011ferleri y\u00fcksek oranda a\u015ft\u0131\u011f\u0131n\u0131 g\u00f6r\u00fclmektedir. Mersin\u2019de 300 g\u00fcn kirli hava g\u00fcn ya\u015fanmas\u0131 Mersin gibi \u0131l\u0131man ve s\u0131cak bir b\u00f6lge i\u00e7in \u00e7ok a\u011f\u0131r ve dramatik oldu\u011fu ger\u00e7e\u011fiyle y\u00fczle\u015filmesi gerekilmektedir.\u201d vurgusunu yapt\u0131.<\/p>\n<p>2017 y\u0131l\u0131ndaki kirli g\u00fcn hava say\u0131s\u0131n\u0131n 2018 y\u0131l\u0131na nazaran % 206 oran\u0131nda art\u0131\u015f g\u00f6stermesi gerek \u00fclkemizde gerekse Mersin ilimizde hava kirlili\u011fi konusunda hi\u00e7bir \u00f6nleyici ve d\u00fczenleyici uygulamalar\u0131n ger\u00e7ekle\u015ftirilmedi\u011fini, ger\u00e7ekle\u015ftirdi\u011fimiz ve kamuoyuyla payla\u015ft\u0131\u011f\u0131m\u0131z rapor ve \u00f6nerilerin dikkate al\u0131nmad\u0131\u011f\u0131n\u0131 g\u00f6stermektedir. Her y\u0131l bir \u00f6nceki y\u0131la g\u00f6re daha \u00e7ok kirli oldu\u011funu ger\u00e7e\u011fini \u00f6n\u00fcm\u00fcze sermektedir.\u201d ifadelerini kulland\u0131. \u00a0<\/p>\n<p>Ba\u015fkan Can hava kirlili\u011finin azalt\u0131lmas\u0131 i\u00e7in \u015fu \u00f6nerilerde bulundu;<br \/>\n\u2022 End\u00fcstriler i\u00e7in baca gaz\u0131n\u0131n azalt\u0131lmas\u0131 i\u00e7in temiz teknolojilerin kullan\u0131lmas\u0131, kentsel ve zirai at\u0131klar\u0131n kontrol\u00fcn\u00fcn sa\u011flanmas\u0131, at\u0131k alanlar\u0131nda olu\u015facak CH4 (methan) sal\u0131m\u0131n\u0131n toplanmas\u0131 ve yak\u0131larak enerji elde edilmesi (biogaz),<br \/>\n\u2022 Enerji i\u00e7in yemek yap\u0131m\u0131, \u0131s\u0131nma ve \u0131\u015f\u0131kland\u0131rma gibi evlerde kullan\u0131lan enerjinin temiz enerji olmas\u0131n\u0131n desteklenmesi, yenilenebilir temiz enerji \u00fcretiminin daha da artt\u0131r\u0131lmas\u0131 ve yeni termik santrallere izin verilmemesi,<br \/>\n\u2022 Ula\u015f\u0131m i\u00e7in toplu ta\u015f\u0131man\u0131n kullan\u0131m\u0131n\u0131n art\u0131r\u0131lmas\u0131, h\u0131zl\u0131, konforlu, ucuz ula\u015f\u0131m\u0131n desteklenmesi, kirletici vasf\u0131 y\u00fcksek ya\u015fl\u0131 ara\u00e7lar\u0131n trafikten \u00e7ekilmelerinin sa\u011flanmas\u0131, az sal\u0131m yapan ara\u00e7lar\u0131n kullan\u0131m\u0131n\u0131n desteklenmesi, benzindeki s\u00fclf\u00fcr i\u00e7eri\u011finin azalt\u0131m\u0131n\u0131n sa\u011flanmas\u0131,<br \/>\n\u2022 Kent planlamas\u0131 i\u00e7in binalarda enerji verimlili\u011finin sa\u011flanmas\u0131, ye\u015fil alanlar\u0131n olu\u015fturulmas\u0131, d\u00fc\u015f\u00fck emisyon b\u00f6lgelerinin belirlenmesi,<br \/>\n\u2022 At\u0131k y\u00f6netimi i\u00e7in at\u0131klar\u0131n azalt\u0131lmas\u0131n\u0131n desteklenmesi, at\u0131k ayr\u0131\u015ft\u0131rma, geri d\u00f6n\u00fc\u015f\u00fcm ve geri kazan\u0131m\u0131n yap\u0131lmas\u0131n\u0131n sa\u011flanmas\u0131, at\u0131klardan enerji \u00fcretiminin yap\u0131lmas\u0131 veya enerji \u00fcretilemeyen zamanlarda sal\u0131n\u0131mlar\u0131n kontrol\u00fcn\u00fcn sa\u011flanmas\u0131 (World Health Organization, 2018),<br \/>\nEvlerde \u0131s\u0131nma ama\u00e7l\u0131 kullan\u0131lan k\u00f6m\u00fcrler \u00c7evre ve \u015eehircilik \u0130l M\u00fcd\u00fcrl\u00fc\u011f\u00fcnce kontrol edilmeli, kalitesiz k\u00f6m\u00fcr kullan\u0131m\u0131na kesinlikle izin verilmemelidir. Hava kirlili\u011finin yo\u011fun oldu\u011fu b\u00f6lgelerde k\u00f6m\u00fcr kullan\u0131m\u0131n\u0131 azaltmak i\u00e7in evlere k\u00f6m\u00fcr yard\u0131m\u0131 yerine do\u011falgaz yard\u0131m\u0131 yap\u0131lmal\u0131d\u0131r. Ayn\u0131 zamanda \u0131s\u0131nmada verimlilik sa\u011flanmas\u0131 i\u00e7in binalar\u0131n yal\u0131t\u0131mlar\u0131 kontrol edilmeli ve binalar\u0131n yal\u0131t\u0131m\u0131n\u0131n sa\u011flanmas\u0131 i\u00e7in te\u015fvik sistemleri olu\u015fturulmal\u0131d\u0131r. Merkezi \u0131s\u0131tma sistemlerine ge\u00e7ilmelidir,<br \/>\n\u00b7 Gerek belediyeler gerekse valilik yurtta\u015flara hanelerde \u0131s\u0131nma arac\u0131 olarak kullan\u0131lan odun\/k\u00f6m\u00fcr sobalar\u0131nda bilin\u00e7li ve do\u011fru yak\u0131t yakma ve s\u00f6nd\u00fcrme konular\u0131nda e\u011fitimler vererek hava kirlili\u011fini azaltma y\u00f6n\u00fcnde halk\u0131 bilin\u00e7lendirmelilerdir,<br \/>\n\u00b7Yak\u0131t kullanan kay\u0131ts\u0131z tesislerin belirlenmesi ve emisyon s\u0131n\u0131r de\u011ferleri sa\u011flamalar\u0131 gerekmektedir,<\/p>\n<p>Raporda \u015funlar yer ald\u0131;<br \/>\nMersin\u2019de PM2.5 S\u0131n\u0131r De\u011feri \u00d6l\u00e7\u00fcmleri<\/p>\n<p>\u00c7ap\u0131 2.5 mikrona e\u015fit ya da daha k\u00fc\u00e7\u00fck olan PM2.5, a\u011f\u0131rl\u0131kl\u0131 olarak fosil yak\u0131tlar\u0131n kullan\u0131m\u0131 sonucu a\u00e7\u0131\u011fa \u00e7\u0131kmakta ve canl\u0131larda \u00e7ok ciddi solunum ve dola\u015f\u0131m sistemi problemlerine neden olmakta, maruz kal\u0131nd\u0131\u011f\u0131 seviyeye ba\u011fl\u0131 olarak \u00f6l\u00fcmlere yol a\u00e7abilmektedir. D\u00fcnya Sa\u011fl\u0131k \u00d6rg\u00fct\u00fc\u2019n\u00fcn PM2,5 limit de\u011feri g\u00fcnl\u00fck olarak 25 \u00b5g\/m3 ve y\u0131ll\u0131k olarak 10 \u00b5g\/m3\u2019t\u00fcr. \u00dclkemizde 68 istasyonda PM2,5 \u00f6l\u00e7\u00fcm\u00fc yap\u0131lmaktad\u0131r. Mersin ilimizde PM2,5 limit de\u011feri \u00f6l\u00e7\u00fcm istasyonu yer almamaktad\u0131r. Kentimiz i\u00e7in en kritik eksikliklerden birisi PM2,5 \u00f6l\u00e7\u00fcm istasyonunun yer almamas\u0131 ve buna ba\u011fl\u0131 ya\u015fanan \u00e7evre, sa\u011fl\u0131k ve can kay\u0131plar\u0131 gibi problemlerin tespitinin ger\u00e7ekle\u015ftirilmemesidir. \u00a0<\/p>\n<p>Mersin\u2019de PM10 S\u0131n\u0131r De\u011feri<\/p>\n<p>Yakla\u015f\u0131k 60 milyon ki\u015fi, PM10 y\u0131ll\u0131k ortalama limitin a\u015f\u0131ld\u0131\u011f\u0131 (hava kirlili\u011finin oldu\u011fu) yerlerde ya\u015famaktad\u0131r. Mersin ilimizde 2018 y\u0131l\u0131 i\u00e7erisinde Ulusal S\u0131n\u0131r De\u011feri A\u015fan G\u00fcn Say\u0131s\u0131: 262 G\u00fcn, D\u00fcnya sa\u011fl\u0131k \u00f6rg\u00fct\u00fc verilerine g\u00f6re S\u0131n\u0131r De\u011feri A\u015fan G\u00fcn Say\u0131s\u0131: 300 G\u00fcn ve \u00d6l\u00e7\u00fcm Yap\u0131lmayan G\u00fcn Say\u0131s\u0131: 35 G\u00fcn olarak g\u00f6zlemlenmi\u015ftir.<\/p>\n<p>2017 y\u0131l\u0131nda Mersin ilimizin kirli g\u00fcn say\u0131s\u0131 ile 2018 y\u0131l\u0131 kirli g\u00fcn say\u0131s\u0131 kar\u015f\u0131la\u015ft\u0131r\u0131lmas\u0131 yap\u0131lm\u0131\u015ft\u0131r.<br \/>\nTabloda g\u00f6r\u00fcld\u00fc\u011f\u00fc \u00fczere Mersin\u2019de ulusal mevzuatlar\u0131m\u0131za g\u00f6re 2017 y\u0131l\u0131nda 127 g\u00fcn kirli hava g\u00fcn say\u0131s\u0131 ya\u015fanm\u0131\u015fken bu rakam 2018 y\u0131l\u0131nda 262 g\u00fcn olmaktad\u0131r. Di\u011fer yandan D\u00fcnya sa\u011fl\u0131k \u00f6rg\u00fct\u00fcn\u00fcn verilerinde ise Mersin\u2019de 2017 y\u0131l\u0131nda 242 g\u00fcn kirli hava ya\u015fanm\u0131\u015fken 2018 y\u0131l\u0131nda bu say\u0131 300 g\u00fcn olmu\u015ftur. Mersin de ge\u00e7en y\u0131la g\u00f6re daha fazla kirlilik g\u00fcn say\u0131s\u0131 ya\u015fanm\u0131\u015f ve daha fazla kirli hava soludu\u011fu g\u00f6zlemlenmi\u015ftir. 2017 y\u0131l\u0131ndaki kirli g\u00fcn hava say\u0131s\u0131n\u0131n 2018 y\u0131l\u0131na nazaran % 206 oran\u0131nda art\u0131\u015f g\u00f6stermi\u015ftir.<\/p>\n<p>K\u00dcK\u00dcRTD\u0130OKS\u0130T (SO2) \u00d6l\u00e7\u00fcm Sonu\u00e7lar\u0131<\/p>\n<p>Ulusal Mevzuat\u0131m\u0131za g\u00f6re g\u00fcnl\u00fck SO2 verilerinde limit de\u011ferinin a\u015f\u0131lmas\u0131 bir y\u0131lda 3 defadan fazla olmamal\u0131d\u0131r. 24 Saatlik SO2 verilerine g\u00f6re konsantrasyon de\u011ferlerine bakt\u0131\u011f\u0131m\u0131z zaman Mersin ilinde \u00d6l\u00e7\u00fcm Yap\u0131lmayan G\u00fcn Say\u0131s\u0131 44 olarak belirtilmekte ve \u00f6l\u00e7\u00fcm yap\u0131lan g\u00fcnlerde SO2 \u00f6l\u00e7\u00fcmlerinde kirli hava g\u00fcn say\u0131s\u0131na rastlanmam\u0131\u015ft\u0131r.<\/p>\n<p>AZOTD\u0130OKS\u0130T (NO2) \u00d6l\u00e7\u00fcm Sonu\u00e7lar\u0131<\/p>\n<p>NO2\u2019nin hava kalitesine etkisi birka\u00e7 \u015fekilde ortaya \u00e7\u0131kabilir. 200 ?g\/m3 \u00fczerindeki konsantrasyon de\u011ferleri solunum sistemi i\u00e7in toksiktir ve solunum yollar\u0131n\u0131 tahri\u015f eder. NO2 ayn\u0131 zamanda PM2.5\u2019in \u00f6nemli bir k\u0131sm\u0131 olan ve ultraviyole \u0131\u015f\u0131nla ozon olu\u015fturan nitrat aeresollerinin ana kayna\u011f\u0131d\u0131r. NO2\u2019nin temel kaynaklar\u0131 fosil yak\u0131tlard\u0131r. Mersin ilimizde ge\u00e7en y\u0131llar oldu\u011fu gibi AZOTD\u0130OKS\u0130T (NO2) \u00f6l\u00e7\u00fcm\u00fc ger\u00e7ekle\u015ftirilmemi\u015ftir.
