T\u00fcrkiye bu s\u0131ralamada 27\u2019nci s\u0131radad\u0131r\u201d dedi.\u00a0<br \/>\nProf. Kumbur, 22 Mart D\u00fcnya Su G\u00fcn\u00fc dolay\u0131s\u0131yla yapt\u0131\u011f\u0131 a\u00e7\u0131klamada, suyun \u00f6nemine dikkat \u00e7ekti. Suyun canl\u0131 hayat\u0131 i\u00e7in \u00f6nemli bir unsur oldu\u011funa ve alternatifi olmad\u0131\u011f\u0131na i\u015faret eden Kumbur, suyun san\u0131lan\u0131n aksine s\u0131n\u0131rl\u0131 bir kaynak oldu\u011funun alt\u0131n\u0131 \u00e7izdi. D\u00fcnyadaki insanlar\u0131n kullan\u0131m\u0131na haz\u0131r olan tatl\u0131 su varl\u0131\u011f\u0131n\u0131n, d\u00fcnyadaki toplam su varl\u0131\u011f\u0131n\u0131n yakla\u015f\u0131k y\u00fczde 0,5\u2019inden az oldu\u011funu vurgulayan Kumbur, k\u00fcresel iklim de\u011fi\u015fimleri ve olu\u015fturduklar\u0131 sorunlar\u0131n noktasal de\u011fil b\u00f6lgesel, ulusal de\u011fil, uluslararas\u0131 bir \u00f6zelli\u011fi bulundu\u011funu, bu nedenle \u00fclkelerin su sorunlar\u0131n\u0131n \u00e7\u00f6z\u00fcmlenmesinde birlikte hareket etmek zorunda olduklar\u0131n\u0131 ifade etti.\u00a0<\/p>\n<p>\u201cT\u00fcrkiye, 2040\u2019ta su s\u0131k\u0131nt\u0131s\u0131 beklenen\u00a0<br \/>\n\u00fclkeler s\u0131ralamas\u0131nda 27\u2019nci s\u0131rada\u201d<br \/>\n\u00a0<br \/>\nSu k\u0131tl\u0131\u011f\u0131 indekslerine g\u00f6re, 2040 y\u0131l\u0131nda iklim de\u011fi\u015fikli\u011fi ile de\u011fi\u015fen ya\u011f\u0131\u015f modelleri ve artan n\u00fcfusla y\u00fckselen su talebi nedeniyle d\u00fcnya genelindeki \u00fclkelerin yakla\u015f\u0131k be\u015fte birinde (33 \u00fclke) ciddi derecelerde kurakl\u0131k ve su s\u0131k\u0131nt\u0131s\u0131 beklendi\u011fini kaydeden Kumbur, \u201cBu \u00fclkelerin \u00e7o\u011fu Ortado\u011fu \u00fclkeleridir. T\u00fcrkiye bu s\u0131ralamada 27\u2019nci s\u0131radad\u0131r\u201d ifadelerini kulland\u0131.\u00a0\u00a0 \u00a0\u00a0\u00a0 \u00a0<\/p>\n<p>Ortado\u011fu \u00fclkeleri aras\u0131nda son y\u0131llarda ortaya \u00e7\u0131kabilecek anla\u015fmazl\u0131k konular\u0131ndan birinin de su oldu\u011funa dikkat \u00e7eken Kumbur, \u201cSu s\u0131k\u0131nt\u0131s\u0131 en \u00fcst d\u00fczeyde olan ve burada belirtilen \u00fclkelerin \u00e7o\u011fu hem petrol hem de su yoksulu \u00fclkelerdir. Geli\u015fmi\u015f emperyalist \u00fclkeler taraf\u0131ndan bu kaynaklar\u0131n payla\u015f\u0131m ve kullan\u0131m\u0131ndaki a\u015f\u0131r\u0131 talep ve dengesizlikler; kaynaklar\u0131n bulundu\u011fu \u00fclkelerdeki huzursuzluklar\u0131, anla\u015fmazl\u0131klar\u0131 ve sava\u015flar\u0131 beraberinde getirmi\u015ftir. Bu sava\u015flar\u0131n \u00e7o\u011fu \u00e7evre ve insan haklar\u0131n\u0131n ihlali bahanesi ile \u00e7\u0131kart\u0131lm\u0131\u015ft\u0131r. Anla\u015fmazl\u0131klar\u0131n temelinde su ve enerji kaynaklar\u0131n\u0131n payla\u015f\u0131m\u0131 yatmaktad\u0131r\u201d diye konu\u015ftu.\u00a0<\/p>\n<p>\u201cPlanl\u0131 kullan\u0131m olmad\u0131\u011f\u0131 takdirde yak\u0131n gelecekte T\u00fcrkiye\u2019de su s\u0131k\u0131nt\u0131s\u0131 ya\u015fanabilir\u201d<br \/>\n\u00a0<br \/>\nT\u00fcrkiye\u2019nin g\u00fcn\u00fcm\u00fcz teknolojisi ile de\u011ferlendirilebilecek y\u0131ll\u0131k su potansiyelinin yakla\u015f\u0131k 112 milyar metrek\u00fcp oldu\u011fu bilgisini veren Kumbur, bu de\u011fer 82 milyona b\u00f6l\u00fcnd\u00fc\u011f\u00fcnde ki\u015fi ba\u015f\u0131na y\u0131ll\u0131k bin 365 metrek\u00fcp su d\u00fc\u015ft\u00fc\u011f\u00fcn\u00fc s\u00f6yleyerek, planl\u0131 kullan\u0131m olmad\u0131\u011f\u0131 takdirde yak\u0131n gelecekte T\u00fcrkiye\u2019de su s\u0131k\u0131nt\u0131s\u0131 ya\u015fanabilece\u011fi uyar\u0131s\u0131nda bulundu. T\u00fcrkiye\u2019nin su kaynaklar\u0131 potansiyelinin do\u011fu b\u00f6lgelerde a\u011f\u0131rl\u0131kta iken, ihtiya\u00e7lar\u0131n bat\u0131 b\u00f6lgelerde yo\u011funla\u015ft\u0131\u011f\u0131na i\u015faret eden Kumbur, \u201cSuyun bulundu\u011fu b\u00f6lgelerden talebin oldu\u011fu yerlere nakli, depolanmas\u0131, t\u00fcketiciye kaliteli ve ekonomik bir \u015fekilde ula\u015ft\u0131r\u0131lmas\u0131nda sorunlar bulunmaktad\u0131r. Su potansiyelimizin yakla\u015f\u0131k 45 milyar metrek\u00fcp\u00fc (y\u00fczde 40) kullan\u0131lmaktad\u0131r. Suyumuzun y\u00fczd\u00fc 75&#8217;i sulama, y\u00fczde 14&#8217;\u00fc belediyeler, y\u00fczde 11 kadar\u0131 da end\u00fcstriyel ama\u00e7lar i\u00e7in kullan\u0131lmaktad\u0131r. AB uyum s\u00fcreci i\u00e7erinde s\u0131n\u0131r a\u015fan ve \u00fclkemizin su potansiyelinin y\u00fczde 30\u2019nu olu\u015fturan Dicle ve F\u0131rat nehirlerimizin y\u00f6netiminin T\u00fcrkiye\u2019den al\u0131narak uluslararas\u0131 bir komisyona veya sudan yararlanan kom\u015fu \u00fclkelerle beraber y\u00f6netilmesi dayatmas\u0131 ile kar\u015f\u0131la\u015fma ihtimali y\u00fcksektir. Bu dayatma, GAP projesi ve barajlar, sulama, enerji \u00fcretimi gibi bu nehirlerin suyuna dayal\u0131 yap\u0131lacak her t\u00fcrl\u00fc yat\u0131r\u0131m\u0131m\u0131z\u0131 olumsuz y\u00f6nde etkileyecektir\u201d \u015feklinde konu\u015ftu.\u00a0<br \/>\nT\u00fcrkiye genelinde kent merkezleri ve k\u0131rsal kesimde hala su sorunlar\u0131 ya\u015fand\u0131\u011f\u0131n\u0131 da dile getiren Kmbur, su havzalar\u0131n\u0131n korunmas\u0131, kaliteli ve ekonomik su temini, suyun nakli, depolanmas\u0131, abonelere ula\u015ft\u0131r\u0131lmas\u0131, kay\u0131p-ka\u00e7ak oranlar\u0131n\u0131n y\u00fcksek olmas\u0131, at\u0131ksu ar\u0131tma tesisleri, ar\u0131tma \u00e7amurlar\u0131n\u0131n bertaraf edilmesi gibi konular\u0131nda ciddi sorunlar bulundu\u011funu s\u00f6yledi.\u00a0<\/p>\n<p>\u201cMersin genelinde Su Y\u00f6netim Sisteminin olu\u015fturulmas\u0131 gerekir\u201d<br \/>\n\u00a0<br \/>\nMersin\u2019in su potansiyeli ve sorunlar\u0131na da de\u011finen Prof. Kumbur, kentin yer \u00fcst\u00fc ve yer alt\u0131 su potansiyelinin y\u0131ll\u0131k yakla\u015f\u0131k 7,4 milyar metrek\u00fcp oldu\u011funu, bunun 1,01 milyar metrek\u00fcp\u00fcn\u00fcn sulamada, 403 milyon metrek\u00fcp\u00fcn\u00fcn i\u00e7me-kullanma suyu, 58 milyon metrek\u00fcp\u00fcn\u00fcn de sanayide kullan\u0131ld\u0131\u011f\u0131n\u0131 kaydetti. Kumbur, Mersin\u2019in su potansiyelinin yakla\u015f\u0131k y\u00fczde 79\u2019unun (5,9 milyar m3\/y\u0131l) kullan\u0131lmad\u0131\u011f\u0131n\u0131 da ifade etti. Kumbur, \u201cYeterli su kaynaklar\u0131m\u0131z olmas\u0131na ra\u011fmen \u00f6zellikle sahil yerle\u015fim yerlerinde ihtiya\u00e7lar yeralt\u0131 su kuyular\u0131ndan temin edilmektedir. Bu kuyu sular\u0131n\u0131n plans\u0131z ve a\u015f\u0131r\u0131 su \u00e7ekiminden dolay\u0131 kalitesinin bozuldu\u011fu, kuyu ekonomik \u00f6mr\u00fcn\u00fcn k\u0131sald\u0131\u011f\u0131, maliyetlerin artt\u0131\u011f\u0131 g\u00f6r\u00fclmektedir\u201d dedi.\u00a0<br \/>\n\u00d6nerilerde de bulunan Kumbur, \u015funlar\u0131 s\u00f6yledi: \u201cYeni y\u00fcr\u00fcrl\u00fc\u011fe giren 6360 say\u0131l\u0131 yasa ile b\u00fcy\u00fck\u015fehir s\u0131n\u0131rlar\u0131 il s\u0131n\u0131r\u0131 olmu\u015ftur. Bu durum il genelinde b\u00fct\u00fcnc\u00fcl bir yakla\u015f\u0131mla havza bazl\u0131, b\u00fct\u00fcnc\u00fcl bir yakla\u015f\u0131mla kal\u0131c\u0131 ve ekonomik projeleri hayata ge\u00e7irmek i\u00e7in bir avantajd\u0131r. Bunun de\u011ferlendirilmesi gerekir. Genelde Mersin kent merkezleri ve k\u00f6ylerin b\u00fcy\u00fck bir k\u0131sm\u0131n\u0131n su s\u0131k\u0131nt\u0131s\u0131 bulunmamaktad\u0131r. \u0130l\u00e7e s\u0131n\u0131rlar\u0131 i\u00e7erisindeki birbirine yak\u0131n mahallelerin i\u00e7me ve at\u0131ksu sorunlar\u0131 havza baz\u0131nda bir yakla\u015f\u0131mla tek bir proje ile kal\u0131c\u0131 ve ekonomik olarak \u00e7\u00f6z\u00fcmlenebilir. Su kaynaklar\u0131m\u0131z\u0131n, havzalar\u0131m\u0131z\u0131n korunmas\u0131, su kaynaklar\u0131m\u0131z\u0131n envanterinin \u00e7\u0131kar\u0131lmas\u0131na \u00f6zen g\u00f6stermeliyiz. Suyu depolayacak baraj ve g\u00f6letler yap\u0131lmal\u0131d\u0131r. Suyun enerjisinden yararlanmal\u0131y\u0131z. Su havzalar\u0131n\u0131n korunmas\u0131 ve havza koruma planlar\u0131 yap\u0131lmal\u0131d\u0131r. mersin ili ve il\u00e7eleri i\u00e7mesuyu, at\u0131ksu ve ya\u011fmursuyu master planlar\u0131n\u0131n haz\u0131rlanmas\u0131 gerekir. At\u0131ksu sorunlar\u0131 \u00e7\u00f6z\u00fclmelidir. Mersin genelinde Su Y\u00f6netim Sisteminin olu\u015fturulmas\u0131 gerekir.
