K\u00fc\u00e7\u00fckal\u0131\u00e7, \u201cT\u00fcrkiye genelinde yap\u0131 kullanma izni al\u0131nm\u0131\u015f 5 milyonun \u00fczerinde konut var. Do\u011fru bir planlama yap\u0131lsayd\u0131 bug\u00fcn ya\u015fanan s\u0131k\u0131nt\u0131lar bu boyutlara ula\u015fmayacakt\u0131\u201d dedi.\u00a0<br \/>\nMersin Ticaret ve Sanayi Odas\u0131 (MTSO) 15 Nolu M\u00fchendislik ve Mimarl\u0131k Meslek Komitesi Ba\u015fkan\u0131 K\u00fc\u00e7\u00fckal\u0131\u00e7, bir a\u00e7\u0131klama yaparak, sekt\u00f6rde ya\u015fanan sorunlar ve komite \u00e7al\u0131\u015fmalar\u0131 hakk\u0131nda bilgiler verdi.\u00a0<\/p>\n<p>\u201cDo\u011fru bir planlama yap\u0131lsayd\u0131 bug\u00fcn ya\u015fanan s\u0131k\u0131nt\u0131lar bu boyutlara ula\u015fmayacakt\u0131\u201d<br \/>\n\u00a0<br \/>\nSon d\u00f6nemlerde sekt\u00f6rde ya\u015fanan daralmaya dikkat \u00e7eken K\u00fc\u00e7\u00fckal\u0131\u00e7, bunda \u00fclke genelinde ya\u015fanan ekonomik daralma kadar, bug\u00fcne kadar sekt\u00f6rel bazda plans\u0131z hareket etmenin de \u00f6nemli rol oynad\u0131\u011f\u0131n\u0131 belirtti. Planlama yap\u0131lmadan, konut gereksinimi ortaya \u00e7\u0131kar\u0131lmadan, n\u00fcfusun 5-10-20 y\u0131ll\u0131k art\u0131\u015flar\u0131 g\u00f6z \u00f6n\u00fcnde bulundurulmadan hareket edildi\u011fini kaydeden K\u00fc\u00e7\u00fckal\u0131\u00e7, \u201cMevcut durumda belli bir miktar geliri olan herkesin sekt\u00f6re ad\u0131m atmas\u0131 stoklar\u0131 art\u0131rd\u0131. E\u011fer do\u011fru bir planlama yap\u0131lsayd\u0131 belki de 10 y\u0131ll\u0131k s\u00fcre\u00e7te 100 tane konut yerine 10 konut \u00fcretilecek ve bug\u00fcn ya\u015fanan s\u0131k\u0131nt\u0131lar bu boyutlara ula\u015fmayacakt\u0131\u201d dedi.\u00a0<br \/>\nBug\u00fcn s\u0131k\u0131nt\u0131lar\u0131n azalt\u0131l\u0131p, daha sa\u011flam ad\u0131mlar at\u0131lmas\u0131 i\u00e7in mutlaka planlama yap\u0131lmas\u0131n\u0131 istediklerini vurgulayan K\u00fc\u00e7\u00fckal\u0131\u00e7, \u00f6zellikle yerel y\u00f6netimlerden destek beklediklerinin alt\u0131n\u0131 \u00e7izdi.\u00a0<br \/>\nT\u00fcrkiye genelinde yap\u0131 kullanma izni al\u0131nm\u0131\u015f 5 milyonun \u00fczerinde konut bulundu\u011funa i\u015faret eden K\u00fc\u00e7\u00fckal\u0131\u00e7, Mersin\u2019de de olduk\u00e7a fazla stok bulundu\u011funu s\u00f6yledi. \u201cHi\u00e7 konut yap\u0131lmasa dahi stoklar\u0131n 3-5 y\u0131lda eriyebilece\u011fini tahmin ediyoruz\u201d diyen K\u00fc\u00e7\u00fckal\u0131\u00e7, bu stoklar\u0131n eritilmesi ad\u0131na yap\u0131labilecek k\u00fc\u00e7\u00fck desteklerin de \u00f6nemli oldu\u011funu ifade etti.\u00a0<\/p>\n<p>\u201cKonut kredi faizlerinin y\u00fczde 1\u2019in alt\u0131na d\u00fc\u015fmesi piyasalar\u0131 rahatlat\u0131r\u201d<br \/>\n\u00a0<br \/>\nKonut sat\u0131\u015flar\u0131nda \u00f6zellikle banka kredilerinin \u00f6nemli rol oynad\u0131\u011f\u0131n\u0131 belirten K\u00fc\u00e7\u00fckal\u0131\u00e7, mevcut durumuyla kredi faizlerinin y\u00fcksek olmas\u0131n\u0131n konut sat\u0131\u015flar\u0131n\u0131 olumsuz etkiledi\u011fini, hatta s\u0131f\u0131rland\u0131\u011f\u0131n\u0131 dile getirdi. K\u00fc\u00e7\u00fckal\u0131\u00e7, \u201cSat\u0131\u015f olmad\u0131\u011f\u0131 gibi mevcut in\u015faat firmalar\u0131 da yeni in\u015faata ba\u015flam\u0131yor. Bu durum zincirleme olarak t\u00fcm sekt\u00f6re etki ediyor. Malzemecisinden ustas\u0131na in\u015faat\u0131 ilgilendiren alanlar\u0131n t\u00fcm\u00fcnde durgunluk ya\u015fan\u0131yor\u201d diye konu\u015ftu.\u00a0<br \/>\nKonut fiyatlar\u0131 yar\u0131 yar\u0131ya d\u00fc\u015fmesine ra\u011fmen ilgi g\u00f6rmedi\u011fine dikkat \u00e7eken K\u00fc\u00e7\u00fckal\u0131\u00e7, \u201cG\u00fcn\u00fcm\u00fczde art\u0131k gayrimenkul yat\u0131r\u0131m arac\u0131 olarak g\u00f6r\u00fclm\u00fcyor, \u00e7\u00fcnk\u00fc fiyatlar\u0131 neredeyse yar\u0131 yar\u0131ya d\u00fc\u015ft\u00fc. Bu da fiyatlara do\u011frudan yans\u0131yor. Yat\u0131r\u0131m olarak de\u011fil, ihtiya\u00e7 i\u00e7in almak isteyenler ise yeterli mali kayna\u011fa ula\u015fam\u0131yor, \u00e7\u00fcnk\u00fc konut kredi faiz oranlar\u0131 olduk\u00e7a y\u00fcksek. Mevcut durumda kredi faizleri y\u00fczde 2 civar\u0131nda. Bunun y\u00fczde 1\u2019in alt\u0131na d\u00fc\u015fmesinin piyasalar\u0131 biraz olsun rahatlatabilece\u011fini tahmin ediyoruz\u201d ifadelerini kulland\u0131.\u00a0<br \/>\nKDV indirimlerinin de sekt\u00f6r\u00fc rahatlatabilece\u011fini kaydeden K\u00fc\u00e7\u00fckal\u0131\u00e7, daire sat\u0131\u015flar\u0131ndaki KDV indirimlerinin devam etmesini talep ettiklerini, bu uygulaman\u0131n uzun soluklu olmas\u0131n\u0131n uzun vadede sat\u0131\u015flar\u0131 destekleyici bir etki yapabilece\u011fini belirtti. K\u00fc\u00e7\u00fckal\u0131\u00e7, tapu al\u0131m sat\u0131mlar\u0131nda devletin ald\u0131\u011f\u0131 har\u00e7lardaki indirimlerin de devaml\u0131 hale gelmesinin sekt\u00f6r\u00fc rahatlataca\u011f\u0131na inand\u0131klar\u0131n\u0131 s\u00f6yledi.\u00a0<\/p>\n<p>\u201cM\u00fcteahhitlikte y\u00f6netmelik uygulanmal\u0131\u201d<br \/>\n\u00a0<br \/>\nSekt\u00f6rde kalite konusuna da de\u011finen K\u00fc\u00e7\u00fckal\u0131\u00e7, her \u00f6n\u00fcne gelenin, maddi g\u00fcc\u00fc olan ki\u015finin m\u00fcteahhit olmas\u0131n\u0131n \u00f6n\u00fcne ge\u00e7ilmesi gerekti\u011fini vurgulad\u0131. Bu durumun bir taraftan in\u015faat kalitesini art\u0131r\u0131rken di\u011fer taraftan stok art\u0131\u015f\u0131n\u0131n \u00f6n\u00fcne ge\u00e7ece\u011fini belirten K\u00fc\u00e7\u00fckal\u0131\u00e7, konuyla ilgili bir y\u00f6netmeli\u011fin \u00e7\u0131kt\u0131\u011f\u0131n\u0131, Resmi Gazetede yay\u0131mland\u0131\u011f\u0131n\u0131 ancak hen\u00fcz tam olarak uygulamaya ge\u00e7memi\u015f olmas\u0131n\u0131n s\u0131k\u0131nt\u0131lar\u0131n\u0131n s\u00fcrd\u00fc\u011f\u00fcn\u00fc s\u00f6yledi. \u00c7evre ve \u015eehircilik Bakanl\u0131\u011f\u0131 taraf\u0131ndan yap\u0131 m\u00fcteahhitli\u011fi yapmak i\u00e7in gerekli \u015fartlar\u0131n y\u00f6netmelikle belirlendi\u011fini kaydeden K\u00fc\u00e7\u00fckal\u0131\u00e7, \u015fu bilgileri verdi:\u00a0<br \/>\n\u201cBu y\u00f6netmelikle m\u00fcteahhitlik yapma \u015fartlar\u0131 kapsaml\u0131 \u015fekilde duyuruldu. Y\u00f6netmeli\u011fin amac\u0131; plan, fen, sanat, sa\u011fl\u0131k, \u00e7evre \u015fartlar\u0131na ve standartlar\u0131na uygun yap\u0131 in\u015fa edilmesine y\u00f6nelik yap\u0131m faaliyet ve s\u00fcre\u00e7lerinin takibinin sa\u011flanmas\u0131, yap\u0131 m\u00fcteahhitlerinin ekonomik, mali, mesleki ve teknik yeterliliklerine g\u00f6re s\u0131n\u0131fland\u0131r\u0131larak yetki belgesi numaras\u0131 verilmesi, kay\u0131tlar\u0131n\u0131n tutulmas\u0131yd\u0131. Y\u00f6netmelik, yap\u0131 ruhsat\u0131na tabi her t\u00fcrl\u00fc yap\u0131m i\u015finde yap\u0131 m\u00fcteahhitli\u011fini \u00fcstlenecek olan ger\u00e7ek ve t\u00fczel ki\u015fiyi kaps\u0131yordu. Olduk\u00e7a g\u00fczel ama\u00e7larla yola \u00e7\u0131k\u0131ld\u0131 ancak bug\u00fcn halen bu y\u00f6netmeli\u011fin tam olarak uyguland\u0131\u011f\u0131 s\u00f6ylenemez. Halen mesleki ve teknik yeterlilik arand\u0131\u011f\u0131, m\u00fcteahhitlerin ekonomik ve mali yeterliliklerinin tam olarak g\u00f6zetildi\u011fi s\u00f6ylenemez. Bu da \u00e7e\u015fitli riskleri ve s\u0131k\u0131nt\u0131lar\u0131 beraberinde getiriyor.\u201d\u00a0<\/p>\n<p>\u201cE\u011fitimde nicelik de\u011fil, nitelik \u00f6nemli\u201d<br \/>\n\u00a0<br \/>\nM\u00fchendislik ve mimarl\u0131k sekt\u00f6r\u00fcne y\u00f6nelik de s\u0131k\u0131nt\u0131lar ya\u015fand\u0131\u011f\u0131n\u0131 ifade eden K\u00fc\u00e7\u00fckal\u0131\u00e7, m\u00fchendislik, mimarl\u0131k ve \u015fehir planlama disiplinlerinin planlanarak okul a\u00e7\u0131lmas\u0131, fazla olan b\u00f6l\u00fcmlerin ise kapat\u0131larak e\u011fitimin kalitesinin art\u0131r\u0131lmas\u0131 gerekti\u011fini s\u00f6yledi. \u0130\u015fsizli\u011fin temelinde yatan nedenlerden birisinin de e\u011fitimde planlama yap\u0131lmamas\u0131ndan kaynakland\u0131\u011f\u0131n\u0131 kaydeden K\u00fc\u00e7\u00fckal\u0131\u00e7, e\u011fitim kurumu artt\u0131k\u00e7a yetkin \u00f6\u011fretim eleman\u0131 bulman\u0131n da zorla\u015ft\u0131\u011f\u0131n\u0131, bu durumun e\u011fitimin kalitesini de d\u00fc\u015f\u00fcrd\u00fc\u011f\u00fcn\u00fc vurgulad\u0131. Mimarl\u0131\u011f\u0131n bir sanat dal\u0131 oldu\u011funu ve ge\u00e7mi\u015fte mevcut \u00fcniversitelerde bu sanat\u0131n farkl\u0131 ekollerinin hakim oldu\u011funu hat\u0131rlatan K\u00fc\u00e7akal\u0131\u00e7, \u201cBug\u00fcn ise maalesef lise seviyesinde e\u011fitim veriliyor. \u00d6nemli olan nicelik de\u011fil, nitelik oldu\u011funu d\u00fc\u015f\u00fcn\u00fcyoruz. E\u011fitimlerin standart bir seviyeye getirilmesi de sekt\u00f6r\u00fcn kalitesini art\u0131racakt\u0131r\u201d de\u011ferlendirmesini yapt\u0131.\u00a0<\/p>\n<p>\u201cYap\u0131 denetimde istedi\u011fimiz sonucu ald\u0131k\u201d<br \/>\n\u00a0<br \/>\nYap\u0131 denetim firmalar\u0131n\u0131n se\u00e7imi noktas\u0131nda ya\u015fanan geli\u015fmeleri de de\u011ferlendiren Enver K\u00fc\u00e7\u00fckal\u0131\u00e7, bu alanda istedikleri sonuca ula\u015ft\u0131klar\u0131n\u0131 s\u00f6yledi. Yap\u0131 denetim firmalar\u0131n\u0131 ge\u00e7mi\u015f d\u00f6nemde m\u00fcteahhitlerin kendilerinin se\u00e7ti\u011fini hat\u0131rlatan K\u00fc\u00e7\u00fckal\u0131\u00e7, \u201cKendi denetimcilerini kendilerinin se\u00e7mesini hi\u00e7bir zaman do\u011fru bulmad\u0131k. Komitemizin bu konuda verdi\u011fi \u00f6nergeler dikkate al\u0131nd\u0131 ve art\u0131k yap\u0131 denetim firmalar\u0131 \u00e7evre ve \u015fehircilik il m\u00fcd\u00fcrl\u00fckleri taraf\u0131ndan g\u00f6revlendiriliyor. Bu uygulama ile yap\u0131 kontrollerinin kalitesi artacak\u201d dedi.\u00a0<\/p>\n<p>\u201c1\/1000\u2019lik planlar s\u00fcratle yap\u0131lmal\u0131\u201d<br \/>\n\u00a0<br \/>\nDe\u011ferlendirmelerini kentin naz\u0131m imar plan\u0131na de\u011finerek tamamlayan Enver K\u00fc\u00e7\u00fckal\u0131\u00e7, \u015funlar\u0131 s\u00f6yledi:\u00a0<br \/>\n\u201cMersin merkez d\u00f6rt il\u00e7enin 1\/5000\u2019lik naz\u0131m imar plan\u0131 tamamland\u0131. Bu planlar\u0131n 1\/1000 \u00f6l\u00e7ekli uygulamalar\u0131 yap\u0131lmal\u0131. Bu uygulama imar plan\u0131n\u0131n hayata ge\u00e7irilmesi ile depo, antrepo, lojistik, sanayi, turizm, i\u015f merkezi, konut gibi alanlar yat\u0131r\u0131mlara a\u00e7\u0131lacakt\u0131r. Projeci teknik elemanlar\u0131n sa\u011fl\u0131kl\u0131 proje \u00fcretebilmeleri i\u00e7in uygulama imar planlar\u0131 Mersin B\u00fcy\u00fck\u015fehir Belediyesi koordinasyonunda il\u00e7e belediyelerince s\u00fcratle yap\u0131lmal\u0131d\u0131r.
