Jak Eskinazi, 2020\u2019nin ilk 7 ay\u0131nda \u0130talya\u2019ya 4 milyar dolar, \u0130spanya ve Fransa\u2019ya 3 milyar dolar, M\u0131s\u0131r\u2019a 2 milyar dolar ve Tunus\u2019a 471 milyon dolar ihracat ger\u00e7ekle\u015ftirildi\u011fini belirterek, \u201c\u0130kili ticaretimizde demir \u00e7elik, ta\u015f\u0131t ara\u00e7lar\u0131, tekstil, haz\u0131rgiyim ve konfeksiyon, kimyevi maddeler sekt\u00f6rleri \u00f6ne \u00e7\u0131k\u0131yor. Pandemiden di\u011fer \u00fclkelere oranla daha a\u011f\u0131r etkilenen en b\u00fcy\u00fck ticaret partnerlerimiz \u0130talya, \u0130spanya ve Fransa ile ocak-temmuz d\u00f6neminde ihracat\u0131m\u0131zda y\u00fczde 20 y\u00fczde 30 seviyelerinde d\u00fc\u015f\u00fc\u015fler ya\u015fad\u0131k. Avrupa Birli\u011fi (AB) Komisyonu, salg\u0131n nedeniyle ya\u015fanan ekonomik krizin sene sonu itibariyle tarihi bir d\u00fc\u015f\u00fc\u015fe yol a\u00e7aca\u011f\u0131n\u0131 ve birlik \u00fclkelerinde y\u00fczde 8,3\u2019l\u00fck ekonomik k\u00fc\u00e7\u00fclme ya\u015fanaca\u011f\u0131n\u0131 \u00f6ng\u00f6r\u00fcyor. Komisyona g\u00f6re Fransa, \u0130talya ve \u0130spanya&#8217;da gayri safi yurt i\u00e7i has\u0131la en az y\u00fczde 10 azalacak. \u00c7in uzak oldu\u011fu Avrupa pazar\u0131na daha h\u0131zl\u0131 eri\u015fmek i\u00e7in ku\u015fak-yol inisiyatifi ile yeni yat\u0131r\u0131mlar yap\u0131yor. AB, Akdeniz\u2019de yer alan \u00fclkelerin kar\u015f\u0131l\u0131kl\u0131 serbest ticaret anla\u015fmalar\u0131 imzalayarak birbirlerine ve AB\u2019ye y\u00f6nelik ticaret ve yat\u0131r\u0131m engellerini kald\u0131rmalar\u0131n\u0131 sa\u011flad\u0131&#8221; ifadelerini kulland\u0131.\u00a0<\/p>\n<p>&#8220;Anla\u015fma s\u00fcrecini tamamlamas\u0131n\u0131 beklememiz gerekiyor&#8221;<br \/>\n\u00a0<br \/>\nAnla\u015fmalar sayesinde, bir nevi, Avrupa-Akdeniz Serbest Ticaret B\u00f6lgesinin olu\u015fturulmu\u015f oldu\u011fundan bahseden Eskinazi, \u201c2019 sonu itibariyle AB ve Akdeniz havzas\u0131ndaki \u00fclkelerin kar\u015f\u0131l\u0131kl\u0131 ticaret hacmi 320 milyar Euro&#8217;yu a\u015ft\u0131. Akdeniz havzas\u0131nda AB ile G\u00fcmr\u00fck Birli\u011fi anla\u015fmas\u0131na sahip olan tek \u00fclke biziz. Y\u0131llard\u0131r bizim i\u00e7in b\u00fcy\u00fck bir avantaj olan bu durum, Brexit s\u00fcrecinde maalesef bizim i\u00e7in aleyhte i\u015flemeye ba\u015flad\u0131. Akdeniz havzas\u0131ndaki ticari partnerlerimiz olan Tunus, Fas, \u0130srail, \u00dcrd\u00fcn ve L\u00fcbnan; halihaz\u0131rda Birle\u015fik Krall\u0131k ile olan Serbest Ticaret Anla\u015fmalar\u0131n\u0131n Brexit sonras\u0131nda ayn\u0131 \u015fekilde devam\u0131 i\u00e7in, 2019 y\u0131l\u0131nda gerekli anla\u015fmalar\u0131 imzalam\u0131\u015f durumda. AB ile olan G\u00fcmr\u00fck Birli\u011fi anla\u015fmam\u0131z gere\u011fi, bizim Birle\u015fik Krall\u0131k ile STA imzalayabilmemiz i\u00e7in AB\u2019nin kendi anla\u015fma s\u00fcrecini tamamlamas\u0131n\u0131 beklememiz gerekiyor. Umar\u0131m, bizim s\u00fcrecimiz de y\u0131l sonuna kadar tamamlan\u0131r\u201d diye konu\u015ftu.\u00a0<\/p>\n<p>T\u00fcrkiye\u2019nin M\u0131s\u0131r \u00fczerinden Afrika ihracat\u0131<br \/>\n\u00a0<br \/>\nT\u00fcrkiye&#8217;nin Orta ve Do\u011fu Afrika ile ticaret yapmak i\u00e7in kulland\u0131\u011f\u0131 yol halihaz\u0131rda konteyner gemileri vas\u0131tas\u0131yla M\u0131s\u0131r\u2019\u0131n S\u00fcvey\u015f kanal\u0131 \u00fczerinden ge\u00e7iyor. \u015eu anda T\u00fcrkiye i\u00e7in direkt olarak Do\u011fu Afrika limanlar\u0131na giden tek yol, Messina hatt\u0131ndan gelen \u0130talya ba\u015flang\u0131\u00e7l\u0131 ve Mersin liman\u0131nda durarak dolum yapan, devam\u0131nda S\u00fcvey\u015f kanal\u0131ndan ge\u00e7erek y\u00fck\u00fcn\u00fc Do\u011fu Afrika limanlar\u0131nda bo\u015faltan konteyner gemileri. Gemiler, \u0130talya\u2019dan Mersin\u2019e 15 g\u00fcnde bir u\u011fruyor. Ayr\u0131ca k\u0131smen y\u00fckl\u00fc gelen bu gemiler de de\u011fi\u015fmekle birlikte T\u00fcrkiye i\u00e7in k\u0131s\u0131tl\u0131 yer olabilece\u011fi de\u011ferlendiriliyor. \u0130kinci alternatif olarak ise M\u0131s\u0131r\u2019dan transit kara ta\u015f\u0131mac\u0131l\u0131\u011f\u0131yla Afrika \u00fclkelerine inilip inilemeyece\u011fi ara\u015ft\u0131r\u0131ld\u0131. Hacim sebebiyle maliyet bak\u0131m\u0131ndan b\u00fcy\u00fck y\u00fck olu\u015fturulabilece\u011fi \u00f6ng\u00f6r\u00fcl\u00fcyor. Son alternatif ise S\u00fcvey\u015f kanal\u0131n\u0131 kullanmadan \u0130skenderiye veya Port Said\u2019de indirilecek y\u00fck\u00fcn M\u0131s\u0131r \u00fczerinden karayolundan Afrika\u2019n\u0131n i\u00e7lerine ula\u015ft\u0131r\u0131lmas\u0131 olabilece\u011fiydi. Sudan ge\u00e7i\u015flerinde TIR de\u011fi\u015fimi zorunlulu\u011fu ve Sudan taraf\u0131ndaki yak\u0131t teminindeki zorluklar nedeniyle Sudan TIR\u2019lar\u0131n\u0131n s\u0131n\u0131ra geli\u015fleri m\u00fcmk\u00fcn g\u00f6r\u00fcnm\u00fcyor. M\u0131s\u0131r g\u00fcmr\u00fc\u011f\u00fcn\u00fcn de TIR takibi konusunda uygulad\u0131\u011f\u0131 s\u0131k\u0131 tedbirler maliyetleri art\u0131r\u0131yor. Ayr\u0131ca Kuzey Sudan\u2019dan G\u00fcney Sudan\u2019a ge\u00e7i\u015flerde de zorluklar ya\u015fan\u0131yor ve g\u00fcvenlik problemleri var. 2018\u2019de \u00dcrd\u00fcn\u2019\u00fcn Ankara B\u00fcy\u00fckel\u00e7ili\u011fi ile yap\u0131lan g\u00f6r\u00fc\u015fmeler temelinde M\u0131s\u0131r\u2019\u0131n S\u00fcvey\u015f Kanal\u0131\u2019ndan ge\u00e7ip Akabe liman\u0131na varacak gemiler i\u00e7in uygulanan te\u015fvik anla\u015fmas\u0131n\u0131 yeniledi\u011fi, bu kapsamda Akabe liman\u0131na gidecek kuru y\u00fck gemileri, cruise gemileri ile konteyner gemilerinin S\u00fcvey\u015f Kanal\u0131 ge\u00e7i\u015f \u00fccretlerinde y\u00fczde 50 indirim sa\u011flanaca\u011f\u0131 bu indirimin ise sadece \u00dcrd\u00fcn band\u0131ral\u0131 gemilere mahsus olmayaca\u011f\u0131 \u00f6\u011frenildi.\u00a0<\/p>\n<p>Tunus ve Akdeniz ticareti<br \/>\n\u00a0<br \/>\nBa\u015fl\u0131ca limanlar ve sevkiyat noktalar\u0131; Rades Liman\u0131, Sfax Liman\u0131, Bizerte Liman\u0131, Sousse Liman\u0131. \u00dcretim kanallar\u0131nda ve \u00fcretim hatlar\u0131nda\/\u00fcretim yap\u0131s\u0131nda dijitalle\u015fme ve modernizasyonun yan\u0131 s\u0131ra g\u00fcmr\u00fck i\u015flemleri ve lojistik sekt\u00f6r\u00fcn\u00fcn de dijitalle\u015fmesinin \u00f6nemi b\u00fcy\u00fck. Akdeniz\u2019deki denizyolu ve konteyner ta\u015f\u0131mac\u0131l\u0131\u011f\u0131 pandemiden olumsuz etkilendi. Avrupa, Afrika ve Orta Do\u011fu b\u00f6lgeleriyle di\u011fer uluslararas\u0131 pazarlara eri\u015fim a\u00e7\u0131s\u0131ndan b\u00f6lgede vazge\u00e7ilmez bir \u00f6neme sahip. Akdeniz havzas\u0131nda bir\u00e7ok \u00f6nemli liman ve ihra\u00e7 \u00fcr\u00fcnleri i\u00e7in sevkiyat noktalar\u0131 mevcut. 87 adet liman\u0131 var. Sicilya, Cebelitar\u0131k, S\u00fcvey\u015f, T\u00fcrk bo\u011fazlar\u0131 gibi \u00f6nemli ba\u011flant\u0131 noktalar\u0131 var. K\u00fcresel trafi\u011fin y\u00fczde 25\u2019i ya\u015fan\u0131yor. Petrol \u00fcr\u00fcnleri, kimyasal \u00fcr\u00fcnler, ta\u015f\u0131tlar ve tah\u0131llar di\u011fer ihra\u00e7 \u00fcr\u00fcnlerinin yan\u0131 s\u0131ra b\u00f6lgedeki ta\u015f\u0131mac\u0131l\u0131kta \u00f6n plana \u00e7\u0131k\u0131yor. Afrika Kalk\u0131nma Bankas\u0131 (BAD) ile Afrika i\u015fbirli\u011fi te\u015fkilatlar\u0131n\u0131n deste\u011fiyle b\u00f6lge \u00fclkeleri 2040\u2019a kadar lojistik ba\u011flant\u0131lar\u0131n\u0131 g\u00fc\u00e7lendirmeyi ama\u00e7l\u0131yor. G\u00fc\u00e7l\u00fc oldu\u011fumuz \u00fcr\u00fcn ve hizmet sekt\u00f6rlerinde, Afrika\u2019n\u0131n kap\u0131s\u0131 oldu\u011fu g\u00f6z \u00f6n\u00fcne al\u0131narak Tunus \u00fczerinden Akdeniz ve t\u00fcm Afrika b\u00f6lgesini de g\u00f6z \u00f6n\u00fcnde bulundurarak ihra\u00e7 pazarlar\u0131m\u0131za eri\u015fimimizi art\u0131rmam\u0131z \u00f6nem ta\u015f\u0131yor.\u00a0<\/p>\n<p>\u0130talya ve Akdeniz ticareti<br \/>\n\u00a0<br \/>\n\u0130talya\u2019da lojistik k\u00f6yler genelde Milano \u00e7evresinde kuruldu. \u0130talya\u2019daki lojistik k\u00f6ylerin ba\u015far\u0131s\u0131; y\u00fcksek nitelikli organizasyon yap\u0131s\u0131na ve kombine ta\u015f\u0131mac\u0131l\u0131k miktar\u0131n\u0131n y\u00fcksekli\u011fine ba\u011flan\u0131yor. \u00d6zellikle AB \u00fclkeleriyle kurulmu\u015f a\u011flar ve intermodal ta\u015f\u0131mac\u0131l\u0131k yap\u0131s\u0131 s\u00f6z konusu. T\u00fcrkiye\u2019nin Trieste\u2019ye temsilci atama, lojistik merkez kurma plan\u0131 var. T\u00fcrkiye\u2019den \u0130talya\u2019ya sevkiyatlarda a\u011f\u0131rl\u0131kla Pendik, Yalova, \u00c7e\u015fme ve Mersin Limanlar\u0131 (ortalama 2,5-3 g\u00fcn) kullan\u0131l\u0131yor. AB i\u00e7i teslimat s\u00fcresi ortalama 1 hafta s\u00fcr\u00fcyor. \u0130talya lojistik \u00fcs a\u00e7\u0131s\u0131ndan avantajl\u0131 ve Avrupa\u2019n\u0131n merkezinde stratejik bir lojistik \u00fcs konumunda. Akdeniz B\u00f6lgesindeki \u00fclkelere, Afrika\u2019ya a\u00e7\u0131lma imkan\u0131 sunuyor. Bir hub olarak kullan\u0131lma imkan\u0131 s\u00f6z konusu. T\u00fcrkler n\u00fcfusu fazla. \u0130talya\u2019da T\u00fcrk Ro-Ro i\u015fletmeleri ve nakliye firmalar\u0131n\u0131n yo\u011fun faaliyetleri var. \u00d6zel stat\u00fcl\u00fc Serbest Liman konumu nedeniyle AB i\u00e7i i\u015flemlerde KDV ertelenmesi olana\u011f\u0131 sunuyor. B\u00f6lgedeki \u00f6nemli ticari limanlar; Marsilya-Fos, Sete, Toulon, Arles Liman\u0131. Lojistik-ticaret birbirini besleyen bir ili\u015fki. Talebin olmas\u0131 durumunda Fransa\u2019da faal lojistik firmalar\u0131m\u0131z yeni hat a\u00e7ma, gemi i\u015fletme, frekans s\u0131kl\u0131\u011f\u0131n\u0131 art\u0131rma vb. konularda istekli ve atik davran\u0131yor. Ancak lojistik a\u011flar\u0131n geli\u015fmi\u015fli\u011fi de pazara giri\u015fi cazip hale getiren bir unsur. Di\u011fer taraftan, lojistik maliyetlerinde etkinlik i\u00e7in dengeli ticaret isteniyor.\u00a0<\/p>\n<p>Barselona\u2019da lojistik merkezleri<br \/>\n\u00a0<br \/>\n8000 km k\u0131y\u0131 \u015feridi ile G\u00fcney Avrupa lojistik merkezi. Avrupa, Kuzey Afrika ve Latin Amerika pazar\u0131 i\u00e7in lojistik merkez. Toplam 46 liman\u0131 var. Deniz yoluyla, h\u0131zl\u0131 tren ta\u015f\u0131mac\u0131l\u0131\u011f\u0131nda da Avrupa\u2019da 1\u2019inci d\u00fcnyada 2\u2019inci. Lojjstik merkezleri; Madrid, Barselona, Valensiya, Zaragoza. \u0130hracat\u0131m\u0131z\u0131n y\u00fczde 53\u2019\u00fc deniz yoluyla, y\u00fczde 44\u2019\u00fc kara yoluyla. \u0130spanya\u2019daki T\u00fcrk lojistik yat\u0131r\u0131mlar\u0131 26,1 milyon Euro. Lojistik geli\u015fti\u011fi i\u00e7in e-ticaretle ba\u011flant\u0131l\u0131. Lojistikte yap\u0131lacak yat\u0131r\u0131mlar\u0131n dijitalle\u015fme, otomasyon odakl\u0131 olmas\u0131 gerekiyor. E-ticaret 2019\u2019da y\u00fczde 25 artarak 48,8 milyar Euro&#8217;ya ula\u015ft\u0131. Lojistik s\u00f6zle\u015fmelerinin y\u00fczde 41\u2019ini e-ticaret olu\u015fturuyor. 2020 lojistik yat\u0131r\u0131mlar\u0131 520 milyon Euro tutar\u0131nda ger\u00e7ekle\u015fti.
